Elections Division

The Elections Division supports the Secretary of State, as the state’s chief election official, by administering and supervising statutory and constitutional provisions that relate directly or indirectly to the conduct of Colorado elections. These include certifying content to the ballot, publishing the abstract of vote totals, as well as overseeing the verification of petitions for ballot issues, campaign finance filings and enforcement, lobbyist filings and enforcement, voting equipment certifications, requirements of the National Voter Registration Act and the Help America Vote Act, and maintaining the statewide voter registration system.

Voting Systems Unit

The purpose of the Voting Systems unit is to:

1) determine whether voting systems should be certified.

2) assist counties with support of existing equipment.

3) ensure that systems are audited, used securely and appropriately in accordance with law.

4) support the use of other technical driven functions such as Ballot on Demand (BOD) printers, Election Night Reporting (ENR) and Risk Limiting Audits (RLA).

  • Coordinate, assist, and execute the Colorado Secretary of State Voting Systems Program. The Voting Systems Program is in place to ensure voting systems meet state requirements for certification, statutes, and the Secretary of State rules/standards.
  • Contribute to the certification of new equipment.
  • Specialize in voting system administration and operation.
  • Install the Trusted Build software on all county voting equipment, provide support to counties for same, and monitor related correspondence.
  • Provide ENR/RLA support.
  • Serve as backup to Elections Admin positions.
  • Serve as lead for voting-system-specific training.
  • Serve as an initial point of contact for counties in a variety of areas, including voting system related questions, deadline submissions, and general questions.
  • Maintain a commitment to equity, diversity, and inclusion (EDI).

Maintain confidentiality of all voters confidential and personal identifying information, personnel information, and any other confidential or proprietary information, as well as comply with all State and Department policies regarding professional conduct and professional practices.

MINIMUM QUALIFICATIONS

This position requires a total of six (6) years of relevant professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below.

OPTION 1 - Experience

Six (6) years of professional experience including all of the following: administration and operation of certified voting systems in Colorado and providing technical training to a variety of stakeholders on voting equipment.

OPTION 2 – Experience and/or Education – Be sure you’ve attached a copy of your unofficial transcript to qualify for this option.

A combination of related education and or relevant professional experience as defined in Option 1 to equal six (6) years. Related education includes successful course credits from an accredited institution of higher learning in public administration, political science, election administration, information systems, information technology, engineering, or in a field of study related to the work environment.

Transcripts from colleges or universities outside the United States must be assessed for U.S. equivalency by a NACES educational credential evaluation service. This documentation is the responsibility of the applicant and must be included as part of your application materials. Failure to provide a transcript or credential evaluation report may result in your application being rejected and you will not be able to continue in the selection process for this announcement.

CONDITIONS OF EMPLOYMENT
  • Travel will be required for attending conferences, traveling to counties to install the trusted build on equipment, auditing chain of custody logs, security assessments, performing ADA site audits, providing training or equipment support, or for professional development/training opportunities.
  • The position must obtain and maintain the Colorado Elections Official certification.
  • This position will be required to successfully pass a criminal background check.
