Visual Information Specialist (Multimedia)

This position is located in the Food Safety and Inspection Services (FSIS) Office of Public Affairs and Consumer Education (OPACE). The primary mission of OPACE is to effectively communicate with the public, media, other Government agencies, and public and internal audiences about food safety issues and FSIS programs and activities. OPACE is responsible for educating the public about safe food handling practices to help reduce the occurrence of foodborne illness.

Duties

  • Designing layouts for publications, fact sheets, posters, exhibit booths, digital and static billboards, and other visual materials, ensuring that all branding guidelines are followed.
  • Conceptualizing, creating and editing original artwork and designs, detailed illustrations, charts, graphics, animation, and short videos.
  • Using computer systems and software programs to electronically create original visual materials and enhance photo and video images for use on various digital platforms.
  • Advising customers on the technical advantages and disadvantages of various formats, styles, media and methods of reproduction to best meet the objectives of each project.
  • Independently evaluating work projects for proper selection of medium, software, equipment, procedures, and digital imaging techniques.
  • Producing creative graphic design work in conjunction with scientists, veterinarians, administrators, and other staff to create visual materials that convey intended messages to audiences through social media platforms and websites.
  • Taking photographs, including laboratory photos, inspection personnel photos, and live event photographs, for use on various digital platforms.
  • Photographing or filming events, sometimes on short notice.
  • Creating storyboards and scripts, and shooting and editing videos focused on field inspection and consumer food safety education, including very short videos, for use on digital platforms.
  • Other duties as assigned.

Requirements

Conditions of Employment

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one-year probationary period, unless previously served.
  • Direct Deposit – Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
  • Must pass the E-Verify employment verification check.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience:

GS-13

Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service performing duties which include:

  • Advising on the conceptualization, planning and execution of original artwork and designs for graphics, illustrations, and/or other visual products for social media platforms, including Instagram, Facebook, X, and LinkedIn.
  • Providing guidance on the look and feel of an organization's visual communication products.
  • Planning, designing, and producing unique high-profile multimedia products for outreach campaigns, including graphics, illustrations, photographs (including live event and field photos), videos, and animation to communicate an organization's overall public affairs message.
  • Experience with a wide range of graphic/visual information practices, concepts and principles to coordinate and complete visual information assignments and provide technical advice and recommendations on visual information assignments.
  • Ability to plan unique multimedia projects, translate broad concepts to design original artwork, and implement the most effective methods of communicating the objectives and goals into visual information.

  • This position is not a remote position, and it will not turn into a remote position. The position is telework eligible according to agency policy, which will require working in the office in Washington, D.C.
