New York City is experiencing a historic transformation in its approach to public safety. Arrests and jail populations have dropped by more than half, and innovative, support-oriented strategies are taking root—led by initiatives like Atlas.
Atlas is a voluntary, community-centered program overseen by the Mayor’s Office of Neighborhood Safety (ONS), designed to support individuals released on their own recognizance (ROR) and prevent future justice involvement. Through credible messengers, tailored services, and trusted local partners, Atlas strengthens the community networks that hold people up—not hold them back.
