Job summary

The Village of Bellevue, located in Brown County, seeks an experienced Village Administrator to provide strategic leadership across all departments and to advance the policies and priorities established by the Village Board.

The ideal candidate will bring strong expertise in municipal operations, financial management, strategic planning, human resources and intergovernmental relations, with a demonstrated ability to lead staff and foster a collaborative, service‑oriented culture.

  • MPA or related master’s degree strongly preferred.

About The Position

The Village of Bellevue seeks an experienced, collaborative and forward‑thinking municipal leader to serve as its next Village Administrator!

The ideal candidate will bring strong experience in municipal operations, organizational leadership, financial management, strategic planning, human resources, economic development and intergovernmental relations. This individual will exercise sound judgment, balance competing priorities and provide effective leadership while advancing the policies and strategic direction established by the Village Board.

Responsibilities
  • Provides executive leadership, direction and oversight across Village departments. Supervises and coordinates department heads, supports organizational accountability and performance, evaluates staffing needs and promotes a collaborative workplace culture focused on service and continuous improvement.
  • Directs preparation and administration of the annual operating budget and multi‑year Capital Improvement Program. Works with the Finance Director and department heads on financial planning, budgeting and fiscal accountability. Oversees capital projects, utility financial performance, grant activities and opportunities for alternative revenues, shared services and intergovernmental partnerships.
  • Serves as the Village’s chief human resources executive and oversees personnel administration, recruitment, onboarding, retention, compensation, benefits, performance management, employee development, succession planning and workplace safety programs.
  • Serves as a primary spokesperson and visible representative of the Village. Maintains relationships with residents, businesses and community organizations and provides strategic oversight of Village communications, branding, social media and community engagement initiatives.
Economic Development and Intergovernmental Relations

Supports sustainable economic development and maintains relationships with businesses, developers, neighboring municipalities, governmental agencies and regional partners. Negotiates and administers intergovernmental agreements, professional service contracts, development agreements and other complex contractual relationships.

Expected Hiring Range

$150,000–$175,000 (DOQ)

Excellent benefits package and enrollment in the Wisconsin Retirement System (WRS).

Minimum Qualifications
  • Bachelor’s degree in Public Administration, Public Policy, Business Administration, Political Science or a closely related field required. A master’s degree in Public Administration (MPA) or a related discipline strongly preferred.
  • Minimum of five years of progressively responsible municipal government management experience, including significant supervisory and organizational leadership responsibilities.
  • Experience as a Village Administrator, City Administrator, Assistant Administrator, Department Director or in a comparable executive leadership position preferred.
  • Demonstrated experience in strategic planning, municipal budgeting and financial management, economic development, human resources, labor relations, policy development and intergovernmental relations.
  • Experience working directly with elected officials and governing bodies, including preparing policy recommendations and official reports and implementing Board‑adopted policies and priorities.
  • Equivalent combinations of education, training and experience that provide the required knowledge, skills and abilities may be considered.
