Job summary

Tract is expanding its leadership team in Denver to accelerate utility development for large-scale data center projects. The Vice President, Utility Development will drive strategy, interconnection planning, and execution across markets, coordinating with utilities, regulators, and internal teams to mitigate risks and ensure timely delivery.

Responsibilities

  • Lead utility development strategy for assigned projects and regions, including power availability, interconnection approach, delivery timing, and infrastructure risk management
  • Manage utility-facing workstreams from origination through execution, including diligence, feasibility review, commercial negotiations, and ongoing coordination
  • Drive electrical infrastructure planning in partnership with utilities, consultants, internal teams, and external stakeholders
  • Lead negotiation support for utility-related commercial arrangements and key power delivery documents
  • Coordinate with internal teams across development, legal, design, finance, and executive leadership to align utility strategy with project objectives
  • Identify schedule, cost, regulatory, and execution risks tied to power delivery and recommend mitigation strategies
  • Support market selection and site diligence by evaluating utility capacity, terms and conditions, upgrade risks, and long-lead constraints
  • Build and maintain senior-level relationships with utilities, regulators, co-ops, public power entities, and other market participants
  • Manage outside consultants and technical advisors supporting load studies, interconnection, utility coordination, and related electrical workstreams
  • Mentor junior team members and help scale utility development processes, standards, and best practices across the platform
  • Bring recommendations for utility and project structuring to the Tract Investment Committee

Position Overview

The Vice President, Utility Development will be responsible for advancing utility and power supply workstreams from early-stage site evaluation through contracting, design coordination, interconnection, and execution. The role requires strong cross-functional leadership, commercial judgment, a strong grasp of utility regulation and state energy policy, and the ability to manage complex utility relationships across multiple markets. Maintain a daily presence on sites as Tract’s primary point of contact for development activities.

Key Responsibilities
  • Lead utility development strategy for assigned projects and regions, including power availability, interconnection approach, delivery timing, and infrastructure risk management
  • Manage utility-facing workstreams from origination through execution, including diligence, feasibility review, commercial negotiations, and ongoing coordination
  • Drive electrical infrastructure planning in partnership with utilities, consultants, internal development teams, and other external stakeholders
  • Lead negotiation support for utility-related commercial arrangements, including preliminary interconnection agreements, final interconnection agreements, electric service agreements, and other key power delivery documents
  • Coordinate with internal teams across development, legal, design, finance, and executive leadership to align utility strategy with project objectives
  • Identify schedule, cost, regulatory, and execution risks tied to power delivery and recommend mitigation strategies
  • Support market selection and site diligence by evaluating utility capacity, terms and conditions of service, upgrade risks, and long-lead constraints
  • Build and maintain senior-level relationships with utilities, regulators, co-ops, public power entities, and other market participants
  • Manage outside consultants and technical advisors supporting load studies, interconnection, utility coordination, and related electrical workstreams

Education & Experience
  • Bachelor's degree in engineering, business, real estate, energy, construction management, or a related field
  • 10+ years of relevant experience in utility development, power infrastructure, energy project development, large-scale industrial development, or a related field
  • Demonstrated experience leading utility strategy and execution for large, complex projects with significant electrical load requirements
  • Strong understanding of utility service processes, transmission and distribution infrastructure, interconnection considerations, and power delivery risk
  • Experience negotiating or supporting negotiation of utility-facing commercial agreements and related project documentation
  • Strong project management and cross-functional coordination skills
  • Excellent communication, stakeholder management, and executive presentation capabilities
  • Ability to operate independently in ambiguous, fast-moving development environments
Technical / Functional
  • Experience supporting hyperscale data center, large industrial, energy, or other power-intensive development projects
  • Preferred candidates will have delivered both electrical infrastructure and contracts for electrical supply in markets where Tract has projects
  • Experience working across regulated, municipal, cooperative, and competitive power markets
  • Familiarity with utility development issues in multiple U.S. markets, including transmission constraints, upgrade risk, tariff structures, and service timing
  • Experience managing internal teams, outside advisors, and utility counterparties through complex project execution

  • Outstanding interpersonal skills with the ability to discuss technical engineering details with engineering team members, contractors, utility service providers, renewable energy providers, and customers

Industry Experience

The ideal candidate combines utility, commercial, and project execution expertise. They should be comfortable representing Tract externally, shaping power strategy internally, and driving progress on critical infrastructure and supply workstreams that directly affect project timing, cost, and certainty.

Expected Salary Range

$250,000-$300,000 + Discretionary Bonus
