Reporting to the Chief Digital and Information Officer (CDIO), the Vice President, Technology Shared Services is responsible for shaping and executing the enterprise strategy for Information Technology Project and Portfolio Management (PPM), Quality Engineering (QE), Business Systems Analysis (BSA), User Acceptance Testing (UAT). Serving as a key member of the IT Executive Leadership team, this role ensures technology shared services are aligned to organizational strategy, operational priorities, and regulatory requirements.

This leader develops multi-year roadmaps, drives governance and investment decisions, optimizes resource and capacity planning, ensures best practice across IT delivery disciplines, and partners closely with business and clinical leaders to accelerate delivery of high-quality technology solutions that support IEHP’s mission.

Key Responsibilities

Enterprise Strategy & Governance:

  • Define and lead the enterprise Technology Shared Services strategy, ensuring alignment with organizational priorities, financial plans, and long range technology roadmaps.
  • Oversee enterprise-level governance for project intake, prioritization, portfolio optimization, and initiative approval processes.
  • Establish and maintain enterprise PPM standards, frameworks, and policies that ensure consistency, transparency, and strong execution across all programs.
  • Publish executive-level dashboards and portfolio performance reporting to inform decision-making, risk management, and strategic planning.

Financial & Resource Stewardship:

  • Direct the development, forecasting, and management of operational and capital budgets across shared services functions.
  • Lead resource capacity planning, demand management, and workforce allocation strategies to optimize productivity and reduce delivery bottlenecks.
  • Ensure all shared services investments (e.g., PPM platforms, QE tools, data-masking technologies, test automation frameworks, and UAT solution) are cost-effective, scalable, and aligned with business needs.

Leadership of Shared Services Functions:

  • Project & Portfolio Management:
    • Provide enterprise leadership for project, program, and portfolio management methodologies, standards, and outcomes.
    • Oversee adoption and optimization of PPM platforms that integrate project plans, resource allocations, and financial data for real-time portfolio visibility.
    • Ensure portfolio execution meets strategic, financial, and regulatory expectations.
  • Quality Engineering:
    • Set the enterprise QE strategy, leading the transformation of test planning, test automation, performance validation, and defect management practices.
    • Establish QE KPIs, quality metrics, and enterprise reporting structures to ensure consistent measurement and continuous improvement.
    • Govern enterprise test environment management, test data strategy, environment refresh cycles, and cross team infrastructure alignment.
    • Drive automation strategy across functional and non-functional testing domains, ensuring scale, performance, reliability, and security coverage.
  • Business Systems Analysis & User Acceptance Testing:
    • Lead the enterprise BSA and UAT functions, ensuring alignment between business requirements, functional specifications, technical design, testing, and deployment.
    • Establish governance for BRD/SRS templates, lifecycle management, and the Requirements Traceability Matrix to ensure end-to-end alignment.
    • Strengthen cross-functional collaboration with Business, QA, Architecture, Development, and Operations to accelerate clarity and decision-making.

Cross Functional & Executive Collaboration:

  • Partner with executive leaders across clinical, operations, finance, compliance, and digital strategy to ensure shared services capabilities accelerate business outcomes.
  • Serve as a senior advisor to the Chief Digital and Information Officer on enterprise technology strategy, transformation initiatives, organizational change, and emerging technology risks.
  • Present shared services strategies, performance, risks, and investment recommendations to executive leadership committees.

Organizational Leadership & Talent Strategy:

  • Lead, mentor, and develop leaders, building succession pipelines and ensuring high performance across shared services teams.
  • Shape the workforce strategy for PPM, QE, BSA, and UAT, including multi-year staffing plans, skill development, competency standards, and operating model optimization.
  • Foster an inclusive, collaborative culture that embodies IEHP’s values and promotes excellence, innovation, and accountability.

Risk, Compliance & Vendor Governance:

  • Oversee compliance with HIPAA, CMS, Medi-Cal, NCQA, and all applicable regulatory requirements related to technology quality, testing, and data management.
  • Lead enterprise vendor governance for shared services tools, including contracts, SLAs, tool selection, and vendor performance management.
  • Ensure enterprise audit readiness across all shared services functions, mitigating technology and operational risks proactively.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
Qualifications

Education & Requirements

  • A minimum of fifteen (15) years of relevant progressive experience leading IT Shared Services functions
  • A minimum of ten years (10) in leadership roles with a successful track record of leading large transformation initiatives developing and managing a diverse workforce in a highly matrixed organization with multiple delivery models required
  • Experience with leading IT Shared Services functions in a healthcare payer organization
  • Proven track record of executing technology strategies and achieving business outcomes
  • Master’s degree from an accredited institution required

Key Qualifications

  • Must have a valid California Driver’s license
  • Extensive knowledge and in-depth understanding of:
    • Health plan operations, business process application and backend technical operations.
    • Large-scale system implementations and processes.
    • Technology portfolio governance best practices.
    • The interaction of organizational strategy, resources and financial goals and prioritization techniques.
    • Technology procurement, contract negotiation, SLA design, vendor risk assessment.
    • Technology adoption and risk management frameworks.
  • Advanced skills in the following areas:

    • Leadership skills with the ability to develop and communicate objectives, inspire and motivate staff and maintain alignment with strategy.

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA.)

Pay Range

USD $246,355.20 - USD $344,905.60 /Yr.
