Job summary

Chimes International Limited in is seeking a Vice President of Financial Performance & Governance to lead enterprise budgeting, forecasting and financial performance management across a diversified set of units. The role partners with the Controller and senior leadership to drive automation, controls, and actionable financial information in support of growth.

Responsibilities

  • Own the annual budgeting process across the enterprise including forecasting and consolidation, ensuring alignment with inputs from departments and tracking deviations.
  • Lead profitability analysis across business units, evaluating revenue, cost drivers, and contract economics to identify performance improvements.
  • Drive monthly financial reviews with leadership, translating results into actionable operational actions and scenario planning.
  • Partner with corporate and shared services to manage headcount, spend, and cost visibility across the organization.
  • Oversee CapEx planning and grants budgets, including purchasing trends and impact on cash and capital plans.
  • Own the consolidated monthly performance package, KPI reporting, and financial analysis for leadership.
  • Support audit processes, documentation, and control remediation activities as hands-on Finance partner.
  • Lead Finance transformation, systems upgrades, automation initiatives, and reporting architecture.
  • Oversee M&A financial diligence, integration planning, and post-close performance measurement.
  • Build a high-performing Finance team and promote cross-functional partnerships with Revenue Cycle, Treasury and Operations.

Vice President of Financial Performance & Governance (Finance)

The Vice President of Financial Performance & Governance provides senior financial governance, serves as a hands-on partner to the Controller, and leads Finance systems, automation, and transformation. The objective is not simply to report results, but to anticipate performance, explain the drivers and ensure actions are taken. Build a best-in-class, scalable Finance organization that supports the company's growth, with strong talent, disciplined processes, effective controls, modern technology and actionable financial information.

Key Responsibilities
  • Enterprise Budgeting & Forecasting: Own the annual budget, rolling forecasts and consolidated enterprise forecast. Establish planning calendars, assumptions, templates and accountability. Challenge business and corporate-function inputs, quantify risks and opportunities, and ensure known Accounting, Revenue Cycle and operational developments are reflected. Maintain clear bridges between budget, prior forecast, current forecast and actual results.
  • Operating Business Profitability: Lead financial performance management across IDD & Schools, Behavioral Health, DC/Employment Services and other affiliates/business units. Analyze revenue, reimbursement, census/volume, labor, staffing, pricing, contract economics and other operating drivers. Evaluate profitability by business, program, contract, location or service line as appropriate and identify where performance is improving or deteriorating.
  • Business Partnership & Action Management: Lead monthly financial/business reviews with operating leaders. Translate financial results into operational drivers and actionable recommendations. Quantify risks and opportunities, establish owners for corrective actions and track whether actions produce the expected financial result. Provide scenario modeling and decision support for staffing, program changes, pricing, contracts, growth and other operating decisions.
  • Corporate & Shared Services Financial Management: Serve as the primary Finance partner to corporate and shared-service departments. Lead budgets, forecasts and monthly reviews for headcount, compensation, departmental spend and other key cost drivers. Ensure corporate costs and commitments are visible before they hit actual results and department leaders understand and own their financial outlook.
  • Capital Expenditures, Purchasing & Grants: Lead financial planning and analysis for CapEx, including business cases, prioritization, forecastto-actual tracking and impact on cash/capital plans. Analyze purchasing/procurement activity, major spend categories, vendor trends, commitments and savings opportunities. Partner with functional owners on grants budgets, forecasts, spending/utilization and financial performance. Analyze shared-service allocations and their impact on affiliates.
  • Management Reporting & Decision Support: Own the consolidated monthly performance package, KPI reporting and leadership/field financial analysis. Ensure reporting explains what happened, why it happened, what is expected to happen next and what action is required. Support CFO in business cases, scenario analysis, pricing/contract analysis, growth/investment analysis and long-range financial planning.
  • Financial Governance & Hands-on Controller Support: Serve as a hands-on senior partner to the Controller during audits and significant financial reviews. Help pull, organize and review audit documentation and PBC schedules; research underlying transactions; participate in walkthroughs and balance-sheet reviews; and review significant estimates or unusual transactions. Identify control/documentation gaps and support remediation and process documentation. This role is not a second Controller, but is expected to roll up its sleeves when Finance needs support.
  • Finance Transformation, Systems & Automation: Own the overall Finance technology/platform roadmap. Lead the current financial-platform upgrade and evaluation of whether to remain on the platform or move to a future ERP. Lead Finance requirements gathering, vendor/consultant coordination, project milestones, UAT and business-owner signoff. Own reporting/BI and forecasting architecture and prioritize automation based on financial risk, hours saved, control improvement and decision-making value. Standardize processes before automating and track benefits realized.
  • M&A, Due Diligence & Integration: Lead the financial-performance workstream for acquisitions, including historical earnings/performance analysis, modeling and transaction economics, forecast assumptions and post-close performance measurement. Participate actively in financial diligence and support Accounting in gathering/reviewing financial documentation. Integrate acquired entities into budgets, forecasts, reporting, KPIs and business-review routines and track performance and synergies against the deal model.
  • Leadership & Enterprise Partnership: Build a Finance team that is accountable for both analytical quality and business outcomes. Develop strong Finance partners who understand operations, challenge constructively and follow issues through to resolution. Operate as part of one Finance team, actively partnering with Financial Performance, Revenue Cycle, Treasury and Operations rather than treating Accounting as a separate silo, and one shared services team, providing best in class customer service to our number one client, the operations team and clients we serve.
