Job summary

Position Summary

The Vice President of Development serves as the Housing Authority's senior executive responsible for planning, financing, and executing the redevelopment and expansion of the Authority's affordable housing portfolio. Reporting directly to the President & CEO, this position provides strategic leadership for all real estate development initiatives, including repositioning aging public housing assets through RAD, Section 18, Faircloth-to-RAD, LIHTC, mixed-finance development, public-private partnerships, and other federal, state, and local housing programs.

The Vice President of Development leads the Authority's long-term redevelopment strategy, manages developer and consultant relationships, secures financing, oversees development activities from concept through occupancy, and ensures projects are delivered on schedule, within budget, and in compliance with all regulatory requirements.

Essential Duties and Responsibilities

Strategic Leadership

  • Develop and implement the Authority's comprehensive redevelopment strategy.
  • Advise the CEO and Board of Commissioners on redevelopment opportunities, financing options, and real estate acquisitions.
  • Identify opportunities to preserve, modernize, replace, or expand affordable housing inventory.
  • Develop long-range capital investment and redevelopment plans.
  • Recommend innovative housing and community development initiatives.
  • Direct all phases of affordable housing development, including:
    • Site identification
    • Feasibility analysis
    • Master planning
    • Financing
    • Design
    • Construction
    • Lease-up
    • Asset stabilization
  • Lead redevelopment of aging public housing communities.
  • Manage developer partnerships and master development agreements.
  • Coordinate environmental reviews, appraisals, surveys, and due diligence activities.

Lead financing strategies utilizing programs including:

  • Low-Income Housing Tax Credits (LIHTC)
  • RAD
  • Section 18 Demolition/Disposition
  • HOME
  • Community Development Block Grant (CDBG)

Project Management

  • Monitor budgets, schedules, development milestones, and project risks.
  • Oversee architects, engineers, contractors, consultants, attorneys, and development partners.
  • Ensure quality control throughout planning and construction.
  • Resolve project issues to maintain progress.

Partnership Development

Develop and maintain relationships with:

  • HUD
  • TDHCA
  • Local governments

Regulatory Compliance

Ensure compliance with:

Minimum Qualifications
