Job description

The Veterans Service Representative (Fiduciary Service Representative) is responsible for making factual quasi-legal and subjective determinations involved in the administration of all types of beneficiary estates, the protection of their benefit rights, the routine handling of legal matters, and the identification of legal questions. The incumbent also has knowledge of benefit programs and entitlement criteria, inputs data necessary togenerate an award and authorizes payments.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/21/2026. TIME-IN-GRADE REQUIREMENT : As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

• For a GS-10 position you must have served 52 weeks at the GS-9 level.
• For a GS-11 position you must have served 52 weeks at the GS-10 level.
• If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 10 or higher and the promotion potential of your current position must be at least GS-11.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT:

You may qualify based on your experience and/or education as described below:

GS-10 Grade Level:

• Specialized Experience Requirement include but are not limited to:
  • GS-10 Specialized Experience: One year of Specialized Experience which is equivalent to the GS-09 level. Specialized experience is defined as experience

1. Applying federal, state, and local laws regarding benefit programs;
2. Conducting interviews to evaluate eligibility for benefits and services;
3. Applying state laws pertaining to conservatorship and estate administration; and/or
4. Knowledge of fiduciary and field examination programs sufficient to protect beneficiary's assets;

• OR

Education substitution of 2½ years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in degree in Business, Management, Economics, Finance, or another degree with coursework that demonstrates the knowledge, skills, and abilities necessary to do this work of this position. Graduate level courses must demonstrate your education has provided you the knowledge, skills, and abilities necessary to do the work of this position (as described in the How You Will Be Evaluated section of this announcement).

• OR,

Applicants may also combine education and experience to qualify at the GS-10 level. Only graduate education in excess of two full years can be used to combine with experience. The combination of experience and education must total at least one year. [To compute your combined total, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 45. Add the two percentages. The total percentage must equal at least 100% to qualify.

Specialized Experience Requirement include but are not limited to:

GS-11 Specialized Experience: One year of Specialized Experience which is equivalent to the GS-10 level. Specialized experience is defined as comprehensive experience:

1. Applying federal, state, and local laws regarding benefit programs;
2. Conducting interviews to evaluate eligibility for benefits and services;
3. Evaluating supporting evidence to determine eligibility leading to entitlement of awarding of benefit;
4. Applying state laws pertaining to conservatorship and estate administration and/or
5. Knowledge of fiduciary and field examination programs sufficient to protect beneficiary's assets

• OR

• Education substitution of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in Business, Management, Economics, Finance, or another degree with coursework that demonstrates the knowledge, skills, and abilities necessary to do this work of this position; or an LL.M., if related. Graduate level courses must demonstrate your education has provided you the knowledge, skills, and abilities necessary to do the work of this position (as described in the How You Will Be Evaluated section of this announcement).

• OR,

• Applicants may also combine education and experience to qualify at the GS-11 level. Only education beyond the first two and a half years hours of graduate study may be used to combine with experience. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 45. Add the two percentages. The total percentage must equal at least 100% to qualify.

• NOTE: All Education claimed by applicants must be verified by the appointing agency accordingly. Official or Unofficial transcripts must be submitted for all education claimed.

• Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

• Note: A full year of work is considered to be 35-40 hours of work per week. Part‑time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Combining Education & Experience

Full vs. Part-Time Employment

Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro‑rated basis; when including part‑time employment in your resume you must specify the average hours worked per week.

Physical Requirements

The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
