Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking to hire a purpose-driven, initiative-taking individual interested in providing support for Illinois’ tech startups. The Office of Entrepreneurship, Innovation & Technology (OEIT) supports entrepreneurs through a variety of programs providing capital directly to small businesses. This position would be responsible for issuing investments for the Venture Capital Program. We invite qualified applicants to apply for the position of OEIT’s Venture Capital Program Investment Coordinator and help DCEO to continue to provide capital for Illinois’ startups.

Essential Functions
  • Organizes and administers investments made through the Venture Capital Program.
  • Provides guidance, advice and assistance to businesses receiving investments.
  • Confers and follows through on final negotiations with DCEO’s legal team and tech startups.
  • Monitors investments through the Venture Capital Program.
  • Prepares and drafts reports.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge and experience equivalent to completion of four (4) years of college with concentration in one or more of the following fields: industrial development, business administration, economic geography, marketing or economics; appropriate business experience may be substituted for college on a year-for-year basis.
  • Requires two (2) years of professional experience in the field of industrial and/or community economic development.
Preferred Qualifications
  • Prefer four (4) years of college with concentration in one or more of the following fields: accounting, engineering, or sciences.
  • Prefer two (2) years of experience in the field of consulting, startups, entrepreneurship, business, or incubators/accelerators.
  • Prefers six (6) months or more of professional experience with grant or investment administration activities.
  • Prefers six (6) months or more of professional experience with extracting pertinent information from extensive documents to successfully process grant or investment projects through review to establishment.
  • Prefers advanced level Microsoft Excel proficiency.
  • Prefers six (6) months or more experience with financial modeling, including work with capitalization (cap) tables, return on investment (ROI) analyses, three-statement models/projections, and modeling of business cases/unit economics for customer value propositions.
  • Prefers six (6) months or more of professional experience with providing detailed technical assistance, including written and oral instruction of complicated requirements in a clear manner.
  • Prefers six(6) months or more of professional experience with handling a large volume of projects simultaneously while meeting the required timelines.
  • Prefers six (6) months or more of professional experience making public presentations.
  • Prefers six (6) months or of professional experience with administering a public program.
