Job description

THE COMMUNITY

Located near the east shore of the San Francisco Bay, the City of El Cerrito is an ethnically diverse community offering a high quality of life within one of the nation's most sophisticated and beautiful living areas. With a population of almost 25,000 residents, El Cerrito has the advantage of being centrally located in a major metropolitan area. El Cerrito is an established community with a strong self-identity and a commitment to enhancing the quality of life for its community members.

THE DEPARTMENT

The Recreation Department manages a full range of recreational and special activities for youth, adults and seniors. The department also schedules activities and rentals of buildings, picnic areas, sports fields and tennis courts.

The City of El Cerrito Recreation Department is looking for a part-time Van Driver, flexibly staffed with either a Van Driver I or II. Work hours would be no more than 20 hours per week and on-call substitutes. This position is represented by Service Employees International Union (SEIU) Local 1021. Essential responsibilities and duties may include, but are not limited to, the following:

  • Transports patrons to various locations, including field trips in the Bay area.
  • Drives a passenger van, bus, or equivalent vehicle over designated routes and established time schedules, picks up and discharges passengers.
  • Physically assists passengers in and out of the vehicle; escorts passengers across streets and roadways as required.
  • Ensures passenger safety and observes guidelines for vehicle capacity.
  • Ensures all safety belts are in working order and are used correctly.
  • Secures wheelchairs and other accessories inside the vehicle.
  • Conducts daily vehicle inspections; performs basic maintenance and ensures cleanliness of the vehicle.
  • Identifies and reports problems or equipment malfunctions; initiates work order requests, describing the problem or circumstance.
  • Compiles and prepares daily and weekly dispatch notes, accident reports, and other trip statistics.
  • Verifies patrons have current punch pass, payment, or equivalent for rides as applicable.
  • Answers questions and provides information to the public.
  • Performs related duties as required.

Knowledge of:

  • Operations and mechanical characteristics of a passenger van, bus, or equivalent vehicle.
  • Basic understanding of State laws, rules, and regulations pertaining to passenger vehicle operations.
  • Safe driving practices and traffic regulations.
  • Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • The structure and content of the English language to effectively perform the work.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination.
  • Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation.

Ability to:

  • Safely operate a passenger bus, van, or equivalent vehicle.
  • Read maps and efficiently prepare and follow routes between distances.
  • Learn City of El Cerrito street layout and designated routes, including stops and traffic hazards, and general Bay area geography.
  • Recognize malfunctions in equipment, take appropriate action, and maintain the assigned vehicle in clean and safe operating condition.
  • Demonstrate concern and care for the physical and emotional needs of elderly passengers.
  • Organize and maintain records.
  • Perform basic mathematical calculations.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Learn City and mandated safety rules, regulations, and protocols.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, to effectively perform the work.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Education: Equivalent to completion of the tenth (10th) grade.

Experience:

  • Van Driver II: One (1) year of experience driving a bus, minibus, van, or similar passenger vehicle; some experience working with elderly individuals is desirable.

Licenses and Certifications:

  • Possession of, or ability to obtain within three (3) months of appointment, a valid First Aid, CPR, and AED certifications from the American Red Cross or equivalent agency, to be maintained throughout employment.
  • Van Driver I: Possession of a valid Class C California Driver’s License with passenger endorsements, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.
  • Van Driver II: Possession of a valid Class B California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.

PHYSICAL DEMANDS

Must possess mobility to work in a predominantly vehicle driving/operation environment; to operate a motor vehicle and drive on highways and surface streets, in light to heavy traffic conditions; strength, stamina, and mobility to perform medium to heavy physical work. The incumbent must regularly hear, sit, reach with hands and arms, and use leg/foot to reach or handle vehicle controls and lifting devices. Physical effort and finger and manual dexterity are regularly needed to operate assigned equipment. Visual requirements include near and distance vision, color vision, night vision, peripheral vision, depth perception and the ability to adjust focus; vision is also needed to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The incumbent must sit for long periods of time while operating vehicles and walk on multiple types of surfaces to inspect vehicles and assist passengers. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work vehicles. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 60 pounds, or heavier weights with the use of proper equipment.

ENVIRONMENTAL CONDITIONS

Employees primarily work in a driving environment and are frequently exposed to road and traffic conditions, loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, and fumes, hazardous substances, and human or animal bodily fluids. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing City policies and procedures.

WORKING CONDITIONS

Incumbents may be required to wear uniforms; may be required to work varied shifts including nights, weekends, and holidays; in addition to responding as a Disaster Services Emergency Worker.
