Utility Worker I/II-Construction / RWMWD

Salary: Utility Worker I-Construction - $58,260.80 - $84,489.60 / Annually
Utility Worker II-Construction - $66,996.80 - $97,115.20 / Annually

Utility Worker I- Under the supervision of the Construction Superintendent and Construction Crew Leader, performs a variety of entry-level construction-related tasks including the installation, maintenance, repair and operation of water mains, service lines, fire hydrants, valves, pumps, and motors used to collect, pump, distribute, treat, and store water.

Utility Worker II- Under the supervision of the Construction Superintendent and Construction Crew Leader, performs a variety of construction-related tasks including the installation, maintenance, repair and operation of water mains, service lines, fire hydrants, valves, pumps, and motors used to collect, pump, distribute, treat, and store water.

Essential Functions:

Utility Worker I-

  • Inspects, maintains, and repairs pipeline and pipeline facilities, service lines, fire hydrants, valves, blow offs, air vacs, Cla-Val type control valves, pressure regulators, and other components of the water distribution systems. (25%)
  • Operates construction vehicles and equipment including dump trucks, backhoes, skip loading equipment, excavation equipment, trenchers, hydraulic shoring equipment, jackhammers and digging spades, pneumatic tampers and compactors. (15-20%)
  • Prepares job sites; cleans up job sites, shop, and office. (15%)
  • Controls traffic at job sites. (10-15%)
  • Backfills trenches, completes roadwork, and makes asphalt and concrete repairs including estimating the cost of such repairs. (5-10%)
  • Participates in safety and other training. (5%)
  • Performs welding repairs on pipelines and maintains welding equipment. (<5%)
  • Inspects and cleans construction vehicles and equipment. (<5%)
  • Maintains District buildings and grounds. (<5%)

Utility Worker II-

  • Operates construction vehicles and equipment including dump trucks, backhoes, skip loading equipment, excavation equipment, trenchers, hydraulic shoring equipment, jackhammers and digging spades, pneumatic tampers and compactors. (25%)
  • Prepares job sites; cleans up job sites, shop, and office. (20%)
  • Inspects, maintains, and repairs pipeline and pipeline facilities, service lines, fire hydrants, valves, blow offs, air vacs, Cla-Val type control valves, pressure regulators, and other components of the water distribution systems. (15%)
  • Performs welding repairs on pipelines and maintains welding equipment. (5-10%)
  • Backfills trenches, completes roadwork, and makes asphalt and concrete repairs including estimating the cost of such repairs. (5%)
  • Participates in safety and other training. (5%)
  • Inspects and cleans construction vehicles and equipment. (5%)
  • Controls traffic at job sites as needed. (<5%)
  • Maintains District buildings and grounds. (<5%)

Additional Duties: (5-10%)

  • Performs water main taps under pressure or following main shutdowns for service connection laterals on water mains.
  • Installs and repairs water meters, meter boxes, and vaults.
  • Other duties as assigned.

Typical Qualifications

Education/Certifications/Licenses:

Utility Worker I-

  • A High School Diploma or equivalent is required.
  • A current Water Distribution Operator D1 Certificate is preferred but not required; employee will be expected to pursue this Certificate within 6 months of employment.
  • A Commercial Class "A" Commercial Driver's License with air brake and tanker endorsements with no major infractions is preferred but not required.
  • A current AWS D1.1 Welding Certificate is preferred but not required.
  • An AA or coursework towards an AA in Water Distribution or related field is preferred but not required.

Utility Worker II-

  • A High School Diploma or equivalent is required.
  • A current Water Distribution Operator D2 Certificate is required.
  • A Commercial Class "A" Commercial Driver's License with air brake and tanker endorsements with no major infractions is preferred; employee will be expected to pursue this License within six months of employment/promotion.
  • A current AWS D1.1 Welding Certificate is preferred but not required.
  • An AA or coursework towards an AA in Water Distribution or related field is preferred but not required.

Experience:

Utility Worker I-

  • 1-2 years of experience in construction working on roads, pipelines, or similar is required.
  • 1-2 years of experience in landscaping is a plus.
  • 1 year of experience using backhoes and excavators is preferred but not required.
  • Experience in pipeline welding is preferred but not required.
  • Experience using GIS software is preferred but not required.

Utility Worker II-

  • 1-3 years of experience using backhoes and excavators is required.
  • Experience in pipeline welding is preferred but not required.
  • Experience using GIS software is preferred but not required.

Knowledge, Skills and Abilities Required:

Utility Worker I-

  • Knowledge of Cal-OSHA, OSHA, NFPA, and DOT regulations and safe work practices.
  • Knowledge of work safety standards related to traffic control, trenching, and shoring.
  • Ability to perform all the essential functions of the position with or without accommodation.
  • Ability to safely and skillfully operate hand and power tools and construction equipment as described in the essential job duties.
  • Ability to read, interpret, and work from sketches, map books, blueprints, and specifications.
  • Ability to perform accurate mathematical calculations.
  • Ability to communicate clearly, effectively, and respectfully in English both verbally (in person, over the phone, and by radio) and in writing; bilingual in Spanish is a plus.
  • Ability to navigate and use GIS software.
  • Ability to keep records and prepare reports using a PC and/or Tablet.
  • Ability to establish and maintain collaborative working relationships internally and externally.

Utility Worker II-

  • Knowledge of Cal-OSHA, OSHA, NFPA, and DOT regulations and safe work practices.
  • Knowledge of Cla-Val type control valve repair and maintenance practices.
  • Knowledge of backflow devices and cross connection principles.
  • Knowledge of the principles and methods of plumbing and hydraulics.
  • Knowledge of preventative maintenance practices and procedures related to water systems.
  • Knowledge of work safety standards related to traffic control, confined space entry, trenching, and shoring.
  • Ability to perform all the essential functions of the position with or without accommodation.
  • Ability to maintain, repair, and replace all types of water distribution and wastewater system equipment.
  • Ability to safely and skillfully operate hand and power tools and construction equipment as described in the essential job duties.
  • Ability to read, interpret, and work from sketches, map books, blueprints, and specifications.
  • Ability to perform accurate mathematical calculations.

  • Employee will spend a lot of time working outdoors and therefore will be exposed to the elements including: sun, heat, cold, rain, wildlife, rough terrain, and overgrown vegetation.
  • Employee will frequently be exposed to fumes, odors, dusts, gases, hazardous chemicals, etc.
  • Employee will frequently be exposed to conditions of low light, vibrations, and noise levels over 85 decibels.
  • Employee will spend up to 10-15% (10%- Utility Worker I ) of his/her time in District vehicles, construction equipment, and other confined spaces.
  • Employee will spend a significant amount of time in or near potentially dangerous moving mechanical parts and equipment.
  • Employee will spend some time in an office environment.
  • Under California Government Code 3100, all public employees are disaster service workers. District employees are required to respond, and in some cases, immediately report to work in case of a disaster or emergency. This position is required to work an on-call rotating duty schedule for weekends and holidays and is subject to 24-hour emergency calls.
