Performs semi-skilled work in the operation and maintenance of utility water and reclaimed water transmission and distribution systems, and plant equipment and facilities. Maintains, monitors, installs, and/or repairs the City's water distribution system, service lines, valves and fire hydrants, and treatment facilities.
The ideal candidate for this position shall be a highly energetic and self-motivated individual with the necessary technical and interpersonal skills, and experience to effectively maintain and operate the City of Goodyears public potable water system. They will have experience working individually with little to no supervision. The ideal candidate will have experience in operating and maintaining a Water Distribution system including meters, fire hydrants, valves, and water lines. Preference will be given to those candidates that have a Grade 1 Water Distribution ADEQ certification or reciprocal, and an Arizona Class A CDL Driver’s License with a Tanker endorsement. Exposure to working with a safety program ie. following Standard Operating Procedures, safety tailgate meetings is highly desired.

Water Distribution- Demonstrates a continuous effort to improve operations by streamlining work processes, decreasing turnaround times, and working cooperatively and jointly to provide efficiency and excellence in the use of City resources.
- Delivers outstanding customer service. Establishes and maintains open communication with all internal and external customers; to include co-workers, contractors, residents, and other City departments. Informs immediate supervisor of daily operations, important developments, and work activities.
- Adheres to industry and City safety standards, policies, practices, and procedures. Provides services in accordance with government standards such as Bluestake, OSHA, and MAG.
- Executes routine and emergency operational, maintenance, construction, and repair functions of infrastructure or equipment utilized in the water distribution division. Maintains the integrity of landscaping and completes work orders.
- Assists in the installation, maintenance, replacement, and repair of water mains, water service connections, fire hydrants, valves, and related appurtenances. Notifies customers of water service interruptions in accordance with Public Works policies and procedures.
- Operates, inspects, and maintains water distribution infrastructure; logs daily records; interprets readings from meters, gauges, charts and instruments; and detects mechanical or process deficiencies and communicates findings to the supervisor.
- Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
- Experience: Minimum one year of experience in a related field.
- Certifications and Other Requirements: Valid driver's license, ADEQ Grade I Operator License in specific area of concentration; i.e, Water Distribution, within 12 months of hire and obtain a Commercial Driver's License within 12 months of hire.
- Reading: Work requires the ability to read maps, manuals, work orders, and blueprints.
- Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, and percentages.
- Writing: Work requires the ability to write work orders, memos, letters, and reports.
- Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
- Policy/Decision Making: Moderate - The employee normally performs the duty assignment after receiving detailed instructions as to methods, procedures, and desired end results with little room for deviation. The immediate supervisor may, at times, provide close and constant review.

3 months
- Review and become familiar with the City and Department Policies and Procedures including expectation on City phone, computer, vehicle and stand by policy.
- Become familiar with the City and Department Strategic Operational Plan including mission, vision and core values.
- Review the Standard Operation Procedure (SOP) for Meter Replacement, Hydrant and Valve maintenance, and provide feedback on areas for improvement.
- Complete all computer based training (CBT) classes. Successful complete will be demonstrated with certificate of completion.
- Become familiar with the City's distribution system and service area boundaries.
- Become familiar with the City's approved materials list that outlines the basic materials use for the construction and maintenance of water meters, fire hydrants and valves.
6 months
- Provide excellent customer service by completing daily service orders for meter turn on/off, meter repairs, and new installations on time and with no errors.
- Learn meter reading equipment and perform monthly meter reading route with no supervision.
12 months
- Effectively perform hydrant and valve maintenance, per City's SOP. Successful completion will be demonstrated by performing these tasks safely and with no incidents.
- Effectively operate dump truck and trailer, and other industry specific equipment. Successful completion will be demonstrated by performing these tasks safely and with no incidents.
- Acquire a Grade 1 ADEQ Certification in Water Distribution within one year of hire.
- Acquire a Class A CDL with Tanker Endorsement within one year of hire.
