Job summary

Xcel Energy seeks a pricing and rate-design professional to lead the development and presentation of major rate design proposals. You will guide lower-level analysts, oversee cost-of-service studies, and ensure compliance with regulatory requirements across rate cases and filings.

The role requires a strong foundation in economics/engineering with 5–8 years of rate design experience, GAAP knowledge, and proven ability to coordinate complex stakeholder interests.

Qualifications

• Bachelor's degree in a technical field with 5–8 years in rate design or equivalent.
• Advanced degree is desirable.
• Understanding of GAAP and regulatory rate-setting processes.

Responsibilities

• Develop rate design proposals and filings for general rate cases and regulatory filings.
• Conduct cost of service studies to support rate cases and business needs.
• Create new rate design proposals to maintain price structures and comply with regulations.
• Coordinate projects to ensure timely analyses for rate cases and revenue forecasting.
• Oversee revenue forecasts and periodic reporting for budgets and rate proceedings.
• Develop revenue recovery/refund mechanisms compliant with regulators.
• Collaborate with Manager of Pricing and Planning on pricing strategies in a restructured market.

Position Summary

Analyzes, develops and presents major rate design proposals to maintain an effective price structure for Xcel's utilities. Assumes lead role in developing effective pricing strategies for a restructured environment. Oversees the work of lower-level pricing analysts. Ensures that the pricing and costing needs of the business units are met.

Essential Responsibilities

• Develop, analyze, and also guide lower level analysts in the preparation of rate design proposals and filing requirements for general rate case filings, miscellaneous filings, and other regulatory filings.
• Conduct cost of service studies used in general rate cases, miscellaneous filings, and to meet the needs of Xcel's business units to ensure accurate and timely cost information.
• Develop new rate design proposals or modifications to existing rate structures to ensure maintenance of effective price structures, increased options available to customers for buying energy from Xcel, and compliance with regulatory requirements.
• Coordinate area projects to ensure timely and accurate completion of necessary analyses for rate cases, rate design, revenue forecasting, and cost of service studies.
• Oversee the development of revenue forecasts and reports of historic revenues for official Company budgets and rate cases.
• Oversee the development and implementation of revenue recovery and refund mechanisms to comply with regulatory requirements.
• Work with the Manager of Pricing and Planning to develop strategies and proposals for effective pricing in a restructured environment.

Minimum Requirements

• Bachelor's Degree in Economics, Engineering , Mathematics, or other technical field and 5 to 8 years experience in Rate Design; or a combination of education and experience providing equivalent knowledge.
• Advanced degree in one of the above areas is desirable.

Preferred Requirements

• Understanding of GAAP
• Understanding of uniform system of accounts (FERC)
• Understanding of cost-of-service revenue requirements and rate making
• Experience preparing testimony in regulated environment
• Experience navigating multiple stakeholder interestsPresenting on technical topics
