Provides general paraprofessional assistance in a program area(s); work involves complex administrative support activities requiring a comprehensive knowledge of the program area(s), department and/or citywide functions, practices and procedures.
This position works primarily indoors and provides a variety of support functions for Public Works Maintenance Utility/Banner Permits and Inspection programs. Examples of activities include: data entry; database management; plan and permit review; infrastructure records research; technical information evaluation; and customer service and support. Position may also perform utility locate request response, limited work site inspection, or simple drafting and illustrations in a backfill capacity.
Various skills needed for this position maybe obtained during first year of employment.

Salary Range: $27.85 - $34.77 / hourly; $57,928.00 - $72,321.60 / annually

Various skills needed for this position maybe obtained during first year of employment.
Provides specialized information and assistance to the public or other employees requiring a thorough knowledge of program area components, relevant laws, regulations, policies and procedures; interprets and applies program information to a variety of situations and the processing of requests; determines when to contact appropriate program staff for assistance; may assist public with program compliance questions and issues.
Develops and maintains accurate and timely record-keeping or database systems and maintenance management systems; develops data file layout and reports; assures inclusion of information from required sources; generates a variety of reports relating to utility permits and inspection programs; monitors accuracy of data; tests and implements program changes; provides training and designs procedures.
Assists with the design, implementation, monitoring and maintenance of program processes, procedures and systems; may be responsible for monitoring specific program activities such as project flow monitoring or project expenditures.
Maintains complex and specialized records. Receives and reviews for accuracy: permit applications and plans for utility permits and inspection programs; initiates records; researches, organizes, and evaluates information for use in program documentation; documents City infrastructure on utility permit application plans; routes information to appropriate technical staff.
Monitors processes and compliance to policy and legal standards in an assigned area.
Processes public inquiry/grievances, performs field observations and documentation, performs utility locate marking, and logs information on computer tracking system.
Develops and/or coordinates the processing of forms, notices, orders or materials required for program area functions.
Researches program information; evaluates findings and compiles recommendations and reports.
Produces monthly billing report for Utility/Banner Permit Applications.
Assists the program supervisor by coordinating special projects, researching and report writing in conjunction with developing plans, policies and procedures, and other workgroup documents as directed.
Performs simple drafting and illustrations related to public and private infrastructure including, sewer connections; location and configuration of private storm and wastewater lines; location and configuration of public storm lines and wastewater lines; location and configuration of City telecommunication lines, and other utilities.
Prepares correspondence, forms, brochures, and a variety of statistical or narrative reports. Provides documentation and support to staff related to infrastructure within public rights-of-way and easements.
Occasionally assists to backfill role of utility permit coordinator technicians, and utility locator on an as needed basis.
May prepare and develop meeting materials; provides staff support during meeting.
May lead and direct the work activities of other support staff or temporary employees.
Actively supports and respects diversity in the workplace.
Performs other related duties as assigned.

A typical Way to obtain the knowledge and abilities would be:
Experience
Four years of progressively responsible clerical or technical support experience, preferably including one year in a related program area.
Training
High school diploma or G.E.D. equivalent.
Post-secondary course work in office management or the specific program area desirable.
License Or Certificate
A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
The ideal Candidate will possess the following knowledge, skills and abilities:
Knowledge Of
General program knowledge and basic background in the program area(s).
Department and citywide program procedures, policies, terminology and related regulations as applicable to the program area(s) such as, permitting of utility work in the public way; utility locate request and response; connection of private infrastructure to the public wastewater and stormwater drainage systems, and banner program guidelines.
Basic knowledge of civil engineering technology principles, practices, function, and terminology.
Applicable federal, state, and local laws.
Computerized processes, including graphic information systems, word processing, and spreadsheets, as applicable to program area. Knowledge of standards, practices, and tools for basic drafting, mapping, and graphics.
Knowledge of infrastructure research and right-of-way determination for data collection and analysis.
Basic math and bookkeeping.
Basic public purchasing and contract processes, as applicable to program area.
Office practices, procedures and equipment.
Ability To
Interpret and apply program information in making decisions or in providing information to others.
Maintain complex specialized records; compile and evaluate data; prepare narrative and statistical reports.
Use word processing, spreadsheet programs, graphic information systems, automated information management systems and other application software for researching, and to perform tracking and monitoring activities.
Research, interpret, and summarize technical information and statistics; develop and extract specialized reports; research projects.
Producing permit billing invoices.
Read and interpret construction plans and specifications relating to the public way; public and private infrastructure; utilities and services.
Monitor and evaluate problems with processes, procedures, and policies to identify solutions; project outcomes, recommend changes, and implement recommendations.
Recommend adjustments to policy and procedures; assist in the development of short and long-range goals and objectives.
Communicate effectively, both orally and in writing with city staff, the general public and other agencies using courtesy, tact and judgment; provide clear explanation of program policies, procedures and practices. Ability to develop effective working relations with City departments, local agencies, State agencies, contractors, utility providers, property owners, and citizens.
Work independently and in a team-setting, and make appropriate decisions regarding work methods and priorities.
Establish and maintain varied and detailed computerized filing and record-keeping systems.
Operate standard office equipment.
Accurately interpret maps, as-constructs, and construction plans and specifications.
Work quickly, accurately and thoroughly with close attention to detail to meet deadlines.
Work outdoors in a variety of weather conditions.
Train co-workers in processes and procedures.

What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. Salary And Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit. The City provides a full range of benefits, including holidays, vacation, sick leave, retirement benefit, and life insurance.
