The City of Norfolk’s Utilities Department seeks a Utility Maintenance Supervisor within the Wastewater Division in Norfolk, Virginia. This role oversees crews responsible for installing, repairing, and maintaining wastewater infrastructure, ensuring safety and regulatory compliance.

You will coordinate scheduling, manage costs and materials, mentor staff, assist with budget development, and respond to emergencies and customer wastewater concerns.

Qualifications

  • Requires more than four years of utility maintenance/repair/construction experience.
  • Knowledge level equivalent to four years of high school or equivalent.
  • Training and certification as required within six months.
  • Valid commercial driver's license is not required.

Responsibilities

  • Supervise and schedule crews for repair, replacement, relining, and cleaning of sanitary sewer systems.
  • Ensure safety programs and OSHA compliance; enforce safety on worksites.
  • Maintain infrastructure by scheduling and supervising work and tracking costs.
  • Manage projects: investigate complaints, coordinate with engineers, document repairs and materials, monitor costs.
  • Control materials via annual inventory and procurement following guidelines.
  • Manage employees: evaluate performance, assign tasks, review time sheets, coordinate training, conduct interviews.
  • Respond to emergencies and lead sanitary sewer emergency response teams.
  • Assist customers with wastewater concerns and communicate service disruptions.
  • Develop and assist with annual budget preparations and cost estimates.

Job description

The City of Norfolk's Department of Utilities is currently seeking qualified candidates for the position of Utility Maintenance Supervisor within our Wastewater Division. This person supervises employees responsible for the installation, repair, and maintenance of wastewater infrastructure; and ensures compliance with safety regulations. Assists customers with wastewater concerns. Contributes to the development and preparation of the annual budget.

Essential functions include but are not limited to:

  • Responsible for supervising and scheduling crews involved with the repair, replacement, relining, and cleaning of sanitary sewer systems including manholes, mains, laterals, cleanout boxes, etc. and maintenance of sewer cleaning equipment and vehicles. Resolves issues by investigating complaints, inspecting necessary materials and equipment, scheduling and supervising work and documenting progress and productivity.
  • Responsible for all aspects of safety for the crew including setting up traffic patterns, trench safety, and confined space safety. Must be knowledgeable of OSHA requirements regarding construction work
  • Maintains infrastructure by assessing, scheduling and supervising work and tracking costs.
  • Manages projects by investigating complaints, working with engineers to determine the best method to resolve problems, documenting repairs, writing work orders, supervising and documenting deliveries of materials, heavy equipment and safety barriers, and monitoring work and costs.
  • Controls materials by taking yearly inventory and procuring supplies from vendors and the City's storehouse while following purchasing guidelines. Prepare daily timesheets and record materials used.
  • Manages employees by inspecting job sites, evaluating staff performance, assigning workers to planned tasks and worksites, assisting crews when needed, reviewing time sheets, preparing reports, conducting performance evaluations and coordinating the orientation and on-going training of workers. Assists with job interviews.
  • Ensures compliance with safety measures by conducting safety inspections, informing employees about safety precautions, evaluating worksites for OSHA compliance, contacting Miss Utility, designing traffic patterns for crews, developing and enforcing a safety program and maintaining contact with city and state health and environmental officials.
  • Assists customers with wastewater concerns by meeting with them to answer questions, describe repairs and set time for service disruption and street closures.
  • Contributes to the development and preparation of the annual budget by assisting with cost estimates and coordinating the preparation of specifications for equipment and materials.
  • Responds to emergencies by leading sanitary sewer emergency response teams and coordinating standby team to respond to after hour emergencies (broken mains, sewer overflows, etc.)

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

More than four years utility maintenance/repair/construction experience.

Valid commercial driver's license is not required for this assignment.

Additional, duty specific training and certification may be required within six months.

Work Hours: Monday through Friday; 7:00 a.m. to 3:30 p.m. (standby/on call is required)

Work Location: 1316 Ballentine Boulevard, Norfolk, Virginia

This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights and/or weekends in response to emergencies and severe weather.
