Utility Foreman- Water System Operation
Position Purpose
In addition to the duties of the utility technician - senior position, oversees assigned employees in the field while completing maintenance of the water transmission and distribution system including but not limited to main failure repairs, valve repairs, valve rotation, valve box repair, service line maintenance, fire hydrant maintenance and repair, water main flushing, utility locations, leak detection, cathodic protection, air-vacuum valve maintenance, water meter and transponder installation and repair, meter pit installations and repairs, vault repairs, pump station repair, water main tapping, investigation of low pressure and low volume concerns, controlled system flushing, system mapping research, SCADA system alarm diagnosis, water system storage tank and flow adjustments, large meter maintenance, water meter profiling, aid to contractors, and irrigation ditch maintenance. Enforces safety and CDL policies and procedures.
Essential Job Functions
- Oversees co-workers in field maintenance operations including but not limited to such programs as main failure repairs, valve repairs, valve rotation, valve box repairs, service line maintenance, fire hydrant maintenance and repair, water main flushing, utility locations, leak detection, cathodic protection, air-vacuum valve maintenance, water meter and transponder installation and repair, meter pit repairs, vault repairs, pump station repair, water main tapping, investigation of low pressure and low volume concerns, controlled system flushing, system mapping research, SCADA system alarm diagnosis, water system storage tank and flow adjustments, large meter maintenance, water meter profiling, aid to contractors, irrigation ditch maintenance, all excavation repairs and maintenance of the water system.
- Oversees employees in the field while performing maintenance of the distribution system to ensure quality deliver of potable water to customers and discover any maintenance or repair needs.
- Oversees co-workers in the field in the repair of water main failures, whether in the regular workday or after hours.
- Communicates with utility supervisor and utility system technicians to discuss work assignments.
- Coordinates with utility supervisor in the planning, orders of supplies, scheduling repairs, and directs the completion of assigned work programs for the Section.
- Recommends supervisors work plans and schedules, infrastructure replacement, equipment and hand tool needs and priorities to supervisors. Completes productivity reports.
- Addresses and handles customer service calls on the system, including water pressure, out of water, main failure, water quality and other like problems and discusses potential mitigation with customers.
- Operates, inspects, and maintains assigned equipment, including but not limited to the equipment for a Utility Technician IV plus chlorine analyzers.
- Arranges for repairs of equipment and performs shop maintenance.
- Responds to emergency situations, whether in the regular workday or after hours.
- Carries a cell phone for response to after-hour emergency calls to assist customers as assigned by the water system operations manager
- Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.
Other Job Functions
- Monitors and orders material inventory.
- Develops specifications for purchase of new and replacement equipment and materials.
- Utilizes appropriate personal protective equipment for self and enforces safety and CDL policies and procedures for assigned employees in the field.
- Completes required training units as approved by the State of Colorado to maintain certification to meet City of Arvada policies.
- Provides field training including safety, equipment operation, and maintenance procedures.
- Acts as supervisor of crew in the absence of the utility supervisor.
- Performs other duties as required.
Knowledge Skills and Abilities
- Advanced knowledge of city safety and CDL policies and procedures.
- Advanced knowledge of flagging, signing and coning procedures.
- Advanced knowledge of public works and water transmission and distribution systems construction, operation, and maintenance.
- Advanced knowledge of the use of equipment used to maintain water transmission and distribution systems.
- Advanced knowledge of computer hardware and software to maintain record systems. Develops database applications.
- Proficient knowledge of city engineering specifications and meter accuracy standards.
- Proficient knowledge of city traffic control standards.
- Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
- Must be able to operate a motor vehicle.
License & Certification
- State of Colorado Water Distribution Class IV Certification OR State of Colorado Wastewater Collection Class IV certification OR State of Colorado Water Treatment Class A Certification.
- A valid Colorado driver’s license and acceptable driving record is required.
Education Degree
Work Experience Related
- Five (5) years’ experience with public works infrastructure or construction experience and maintenance.

The City of Arvada does not offer benefits to temporary and/or seasonal employees. Temporary, Variable Hour and Health Plan Eligible employees will earn 1 hour of sick leave for every 30 hours worked, up to a maximum cap of 48 hours.
