Job Description:

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

The project involves constructing a 500-mile high-speed rail system connecting Los Angeles and the San Francisco Bay Area, with up to 24 stations. The first phase is currently under construction in California’s Central Valley.

Under the general direction of the Project Manager – Reports of Investigation (“ROI”) and the Utilities Senior Project Manager, the Utility Design Reviewer will contribute to preparing, reviewing, coordinating, and tracking utility Reports of Investigation for the Authority.

The Utility Design Reviewer is responsible for preparing ROI reports in accordance with Chapter 13 of the Authority’s Right-of-Way Manual, covering utilities such as irrigation, water, drainage, electric, gas, telecom, privately owned utilities, and railroad facilities impacted by the high-speed rail system.

Key responsibilities include:

  1. Review utility relocation design plans and right-of-way maps, including:
  • Recommending approvals for utility determination packages;
  • Ensuring quality control;
  • Confirming prior rights determinations;
  • Reviewing for any betterments.
  • Assess utility-preferred relocation alternatives, analyzing scope, right-of-way, schedule, and cost impacts.
  • Develop and propose justifications for utility relocations and right-of-way exchanges.
  • Review right-of-way acquisition maps, identify incorrect easements, and request updates.
  • Review easement exhibits prepared by the Design-Builder for accuracy and consistency.
  • Review property rights conveyance documents for correctness and acceptance.
  • Provide technical assistance on utility issues, ensuring proper interpretation of Master Agreements, policies, and standards.
  • Review and identify land rights for various utilities and easements.
  • Coordinate review of utilities crossing excess land.
  • Communicate with utility owners and coordinate information sharing.
  • Represent the Real Property Branch – Utilities Team in meetings.
  • Perform other duties as assigned.
