Pay range: $70,576 - $120,093

Through its wholly owned subsidiaries, American States Utility Services, Inc. contracts with the federal government to provide water and wastewater services that include operating, maintaining, renewing, replacing, and constructing new systems on military installations throughout the United States.

SUPERVISORY RESPONSIBILITIES:
The Construction Superintendent is a key member of the Construction Team and reports to the Construction Program Leader or Manager. The incumbent will provide direction and supervision to water and wastewater construction crews including Foreman, Operators, and Workers. The Construction Superintendent also oversees routine to complex technical and administrative assignments, including team make-up and staffing, preparing work plans, assuring quality control, managing and tracking cost, ensuring safety programs and practices, and maintaining good working relations among the team.

PRIMARY JOB FUNCTIONS:

  1. Works with the Construction Program Leader in overseeing the Foreman, Operators, and Workers in activities related to all phases of water and wastewater system utility construction.
  2. Serves as the supervisor of construction crew members to include Foreman, Operators, and Workers.
  3. Manages, coordinates, and schedules the daily operations of construction personnel.
  4. Leads in focusing on quality and quality management.
  5. Ensures that Foreman and crew members follow all safety rules, regulations, policies, and procedures.
  6. Oversees a team that conducts safety meetings and inspections, and ensures that documentation related to all safety issues is provided.
  7. Oversees equipment procurement and reports on the needs of the field personnel.
  8. Manages material procurement and limits the amount of inventory held in reserve.
  9. Handles customer service related issues and functions.
  10. Mentors and supervises all field personnel.
  11. Develops and maintains an effective employee relations plan; supervises and evaluates the performance of assigned personnel.
  12. Responsible for fostering Employee Development and ensuring adequate training is provided.
  13. Observes and ensures compliance with all Federal, State, and Company safety rules, regulations, policies, and procedures.
  14. Available to participate and lead the start-up of new crews at locations.
  15. Responsible for fostering a positive relationship with all governmental entities.
  16. Acts as the Construction Program Leader when needed.
  17. Performs other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
High school diploma or equivalent required.
Eight (8) years of prior water and wastewater system construction experience.
At least four (4) years of supervisory experience as a Foreman on utility construction projects.
Proficient in the knowledge of how to handle a trench box and the use of quick shoring.
Strong knowledge of utility plans and specifications.
Proficient skill with lasers, line and grade, excavation, and dewatering.
Strong communication and organizational skills with attention to detail.
Must possess and maintain a valid Driver’s License issued by the state where employed.
Must be a United States Citizen.
Must take and pass Federal OSHA and/or State Mandated Safety training with annual refresher courses as required.

PHYSICAL REQUIREMENTS:
Work in extreme weather conditions. Lift and carry loads up to 50lbs and push or pull up to 100lbs. Work in confined spaces. Standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, hand & foot controls.
