Qualifications

• Four years of professional experience in gas, water, or electric industry or related fields.
• Experience in policy formation/implementation, revenue requirements, or rate design.
• Substitutions: an associate degree may substitute for two years; a bachelor’s for four; a master’s for five; a J.D. for six.
• For Trainee 2: five years; For Trainee 1, six years.

Responsibilities

• Perform tasks related to registration and certification processes, enforcement procedures, reporting, and analysis in accordance with New York State Public Service Law and regulations.
• Review and assist with analysis of utility data for use in policy development and program implementation.
• Facilitate dispute resolution and economic development initiatives.
• Oversee administrative responsibilities related to contractor activities.
• Advocate for and communicate with end users on matters of utility or competitively provided energy and water services; may instruct Utility Consumer Program Specialists 1 in these tasks.
• Review for completeness of registration applications submitted by Distributed Energy Resource suppliers.
• Communicate in writing and verbally with Department staff, applicants, utilities, and end users on industry specific issues.
• Assist in analysis of program inconsistencies using field findings for policy/program revisions.
• Gather information from utilities, competitive providers, Department’s Central Files, and other sources to assist in securing special rate contracts and other incentives.
• Perform fact gathering, research, and administrative tasks to assist with negotiation, mediation, or arbitration in Department proceedings.
