Job summary

City of Englewood is seeking a Water Operations & Maintenance Manager to lead the operation and maintenance of the AWTP, distribution pump facilities, and storage tanks. You will manage staff, schedules, safety compliance, and budgeting to ensure reliable, compliant water service for Englewood residents.

The role requires a strong background in water treatment, asset management, and cross-functional collaboration with engineering and environmental teams.

Qualifications

  • Bachelor’s Degree in Engineering, Chemistry, Biology, or related water treatment field preferred.
  • Minimum of 8 years' increasingly responsible experience in water utility operations and maintenance.
  • Minimum of 3 years of supervisory experience.

Responsibilities

  • Plans and oversees the maintenance of the AWTP, collection and distribution pump facilities, diversion structures and distribution storage tanks.
  • Establishes process reliability metrics and employees’ performance goals and objectives.
  • Assists in the development and implementation of policies and procedures.
  • Establishes schedules and methods for the maintenance of the AWTP, collection, and distribution assets.
  • Identifies and determines equipment’s operational parameters and requirements for maintenance programs including preventive maintenance, parts inventory, and equipment replacement.
  • Works with Plant Manager, Supervisors, and Operators to keep the AWTP running effectively and efficiently.
  • Monitors and ensures maintenance and repair quality to prolong equipment life.
  • Establishes and modifies annual service programs and schedules for the facility.
  • Tracks assets and replacement schedules; supports data collection and analytics with Engineering Asset Management.
  • Prioritizes corrective and preventive maintenance activities to ensure treatment process integrity.
  • Collaborates with Environmental Compliance Manager on regulatory compliance.
  • Assists with annual budgeting for staffing, equipment, materials, and supplies; administers approved budget.
  • Participates in long-term strategic planning for the water operations group.
  • Prepares city presentations and memos as needed.
  • Oversees capital projects and coordinates with other managers for system operations.
  • Performs other duties as assigned.

POSITION SUMMARY

The Water Operations& Maintenance Manageris responsible for the operation and maintenance of the City's distribution pump facilities, distribution storage tanks, and the facilities maintenance functions of the Allen Water Treatment Plant (AWTP) (including but not limitedtofacilities cleaning, plant lighting, HVAC, ground maintenance, waste management, roadway maintenance, safety and security.Determinesmaintenance and repair schedules for equipment and facilities. Manages workflow,workquality, and assigns work tasks to ensure proper operation and maintenance of the plant.Ensures reliable and safe water service that is compliant with Federal and State regulatory agencies and customer expectations. Supports the mission, vision, strategic plan, goals, and decisions of theCity.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Plans and oversees the maintenance of the AWTP, collection and distribution pump facilities, diversionstructuresand distribution storage tanks.
  • Establishes process reliability metrics and employees’ performance goals andobjectives.
  • Assistsin the development and implementation of policies and procedures.
  • Establishes schedules and methods for the maintenance of the AWTP, collection, and distribution assets.
  • Identifiesanddeterminesequipment’s operational parameters, and requirements for various maintenance programs, including the development, implementation, and evaluation of preventative maintenance, parts inventory, and equipment replacement programs.
  • Works collaboratively with the Plant Manager, Supervisors, and Operators to keep the AWTP running effectively and efficiently.
  • Monitors and ensures maintenance and repair quality to prolong the life of industrial equipment and machinery.
  • Establishes,maintains, andmodifiesannual written service programs and schedules for the facility.
  • Tracks physical assets andestablishesreplacement schedules. Work collaboratively with the Engineering Asset Management team to support data collection, data analytics, level of service performance tracking, and future rehabilitation and renewal planning for critical assets.
  • Prioritizes and coordinates major corrective repair and preventive maintenance activities with AWTP staff to ensure the integrity of the treatment process.
  • Confers with the Environmental Compliance Manager to ensure compliance with all current and future federal, state, and regional laws, permits, reporting requirements, safety protocols, and environmental regulations.
  • Assistswith preparation of the annual budget; including the forecasting of funds needed for staffing, equipment, materials, and supplies; administers the approved budget in compliance with all applicable city policies and procedures.
  • Participates in the long-term strategic planning efforts of the department,representingthe needs and interests of the water operations group.
  • Gathers and interprets a variety of information to recommend and implement solutions relating to design, construction, operations, optimization, and strategies for water plant maintenance activities in collaboration with the Engineering Division. Stays current on organization plans and needs, and industry tools and technology.
  • Supervises andestablishesperformance standards and career development metrics. Holds regular one on one meetings with direct reports. Makes decisions related to staffing, performance evaluations, salary increases, and training. Ensures compliance with applicable personnel guidelines and employment law.
  • Prepares City Council, Water and Sewer Board, and public presentations and memos, as necessary.
  • Plans and manages assets and maintenance activities.
  • Coordinates with the Distribution and Collections Manager to ensure proper system operations and provide support as needed.
  • Overseesassigned Capital Projects
  • Performs other duties as assigned and requested.
EDUCATION

Bachelor’s Degree in Engineering, Chemistry, Biology, or other water treatment related field preferred.

RELATED WORK EXPERIENCE
  • Minimum of 8 years' increasingly responsible experience in water utility operations and maintenance
  • Minimum of 3years of supervisory experience
  • Knowledge of Project and asset management principles are highly desirable

LICENSES, REGISTRATIONS, or CERTIFICATIONS

  • Colorado Class A Water Operator Certification or able to obtain within six months from hire
  • PMP certification is preferred
  • Any distribution, industrial,mechanicalor electrical certifications
  • ValidColoradomotor vehicle operator’s license and acceptable driving recordrequired.
NECESSARY SPECIAL REQUIREMENTS

Inaddition to above requirements: newhires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person interviews, reference checks, and background checks, which may include local police check, DMV check, drug screen, and fingerprint checks through CBI/FBI.

KNOWLEDGE, SKILLS & ABILITIES
  • Proven leadership and motivational skills. Strong written and oral communication skills to effectively communicate,establish, andmaintaineffective work relationships with the City Council, Water and Sewer Board, staff, employees, contractors, citizens, and outside agencies. Strong interpersonal, facilitation and analytical skills; consistent principle-based judgment; a strategic thinker. Must be a well-organized, decisive, self-directed, intelligent, and articulate team player who can relate to all levels of the organization. Innovative problem-solving approach. Experience with water operations and maintenance budgeting and management. Strong knowledge of water treatment processes and water quality control during the treatment process. Basic knowledge of irrigation ditch operations and maintenance, dam monitoring and maintenance, and water treatment plant residual dewatering. Working knowledge of Microsoft Word, Excel, Project, Outlook, and PowerPoint. Ability to use SCADA,BlueBeam, GIS, financial and time keeping applications.
PHYSICAL EXERTION

Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of forcefrequently, and/or up to 20 pounds of force constantly to move objects.
