Job summary

ORC is hiring for a senior program management role with a focus on right of way programs. This position is remote within WV and supports Virginia, North Carolina, Tennessee, Kentucky, West Virginia and Maryland regions.

You will own scope, schedules, budgets, and standards across a portfolio of utility projects. Candidate must have extensive leadership experience directing project managers, strong analytical abilities, and solid MS Office proficiency.

Qualifications

  • 8+ years of right-of-way experience with leadership across multiple projects or programs.
  • Direct project managers or large delivery teams experience.
  • Proficient with MS Office Suite — Excel, Word, Outlook.

Responsibilities

  • Direct a program of related utility right of way projects — aligning scope, schedules, budgets, and standards across the portfolio.
  • Guide and support Project Managers, balancing resources and priorities across projects.
  • Serve as the primary point of contact for clients, maintaining frequent communication and building long-term relationships.
  • Own program-level reporting, forecasting, and financial performance.
  • Establish and enforce consistent delivery standards, tools, and processes.
  • Manage program risks and escalations before they reach the client.
  • Partner with leadership on staffing plans and growth for the program.

Description

Location: VA, NC, TN, KY, WV, MD (candidate will have the flexibility to work out of their home office but must reside within the state of Virginia, North Carolina, Tennessee, Kentucky, West Virginia, Maryland)

Schedule: Full Time - Exempt

Travel: Candidate can expect to travel minimally (less than 10% of the time)

Minimum Requirements
  • Minimum of [8] years of right of way experience, including leadership across multiple projects or programs
  • Prior experience directing project managers or large delivery teams
  • Proficient with MS Office Suite — specifically Excel, Word, and Outlook
  • An iOS or Android smartphone to access ORC’s systems
  • Valid driver’s license

Physical Requirements

While performing the duties of this job, it requires a combination of office-based and field work. Employees will spend prolonged periods sitting and performing computer-based tasks, including typing, data entry, and virtual communication, while also regularly traveling to landowner properties, project sites, and government facilities, some of which may be in rural or remote locations with limited accessibility. Driving is an essential function of the role and may involve extended periods and long-distance travel. Fieldwork may require walking over uneven terrain, standing, or navigating outdoor environments, with routine exposure to varying weather conditions such as heat, cold, rain, and snow. The role also involves frequent interaction with a diverse range of individuals, including landowners, government officials, and members of the public, requiring the ability to communicate effectively and maintain professionalism across differing personalities and potentially challenging situations. Flexibility in scheduling is necessary to accommodate travel, site access, and stakeholder availability, along with adherence to safety protocols in both office and field settings.
