In District Planning & Engineering Office, Real Estate Section, conducts onsite physical inspections of utility construction projects involving relocation &/or adjustment of utility facilities, issues applicable permits & ensures compliance with applicable regulations. Reviews & approves plans, drawings & permit applications (e.g., right-of-way, highway use) from utility companies in order to ensure accuracy; issues permits. Utilizes management information systems (e.g., Ellis) as they relate to program delivery & ensures their business rules, policies & procedures are implemented, used & maintained as standard business practice in their designated work environments.
Acts as liaison with supervisor, consulting engineers, county maintenance superintendents, property owners, sanitary system representatives &/or utility company officials regarding proposed revisions to submitted utility plans. Responds to questions concerning plan requirements & specifications & other Ohio Department of Transportation (ODOT) regulations. Coordinates & conducts or attends meetings between property owners, consultants, governmental agencies &/or department personnel in order to resolve conflicts & problems. Confers with supervisor &/or engineers regarding utility relocation issues. Coordinates project reviews.
Prepares utility portion of bid proposals (e.g., utility notes regarding status & rearrangement of utilities). Coordinates utility relocations necessitated by force account projects involving bridges & culverts & for maintenance widening & resurfacing projects. Inspects project sites prior to construction in order to ensure compliance with plans & specifications. Provides cost estimates for utility relocation projects not having federal oversight.
Prepares& processes permits, prepares plan changes & adjustments & completes daily reports related to projects & plans; maintains records. Uses personal computer (e.g., Microsoft Word & Excel) to prepare correspondence & enter data. Attends seminars, schools & training sessions. Performs miscellaneous duties as assigned.
12 mos. trg. or 12 mos. exp. in reading construction & right of way plans; 6 mos. trg. or 6 mos. exp. in public relations; valid driver’s license.
