Job summary

The City of Pompano Beach is seeking an experienced Utilities Laboratory Supervisor to plan, coordinate, and supervise the daily operations of the Utilities Analytical Laboratory to ensure accurate testing, regulatory compliance, quality assurance, and accreditation in line with FDOH, TNI, and EPA standards.

You will oversee laboratory personnel, QA/QC programs, sampling coordination, data integrity, reporting, and safety, while maintaining certification and SOPs.

Qualifications

• At least three (3) years in a NELAP/FDOH-accredited laboratory with knowledge of TNI Standards and QA.
• Experience with analytes and methods for public utility water and wastewater operations and regulations.
• Must meet FDOH and TNI criteria for Laboratory Technical Director within six (6) months of hire.

Job description

The Utilities Laboratory Supervisor is an advanced professional role responsible for planning, coordinating, and supervising the daily operations of the Utilities Analytical Laboratory to ensure accurate analytical testing, regulatory compliance, quality assurance, and laboratory accreditation in accordance with applicable federal, state, and local requirements. The position oversees laboratory personnel, analytical testing programs, quality management systems, sampling coordination, data integrity, laboratory safety, equipment maintenance, and technical reporting while ensuring compliance with Florida Department of Health (FDOH), The NELAC Institute (TNI), EPA, and other applicable laboratory standards. The position meets the qualifications to serve as Laboratory Technical Director on an as-needed basis and exercises considerable judgment in managing laboratory operations, implementing quality systems, resolving technical issues, supporting regulatory compliance activities, and maintaining laboratory certification. Work is performed under the general direction of the Utilities Compliance and Laboratory Operations Manager.

• Plan, direct, supervise, and evaluate the daily operations of the Utilities Laboratory, including sample collection, sample receipt, scheduling, analytical testing, data validation, reporting, laboratory personnel, and workflow management.
• Administer and maintain the Laboratory Quality Management System (QMS), including quality assurance, quality control, ethics and data integrity, internal audits, management reviews, corrective actions, and continuous compliance with FDOH, TNI, EPA, and other applicable laboratory standards.
• Ensure laboratory accreditation and certification are maintained by developing and overseeing Standard Operating Procedures (SOPs), Demonstrations of Capability (DOCs), Method Detection Limit (MDL) studies, proficiency testing, quality system documentation, and regulatory inspections.
• Coordinate laboratory sampling programs, analytical testing schedules, and reporting activities to ensure compliance with regulatory permits, monitoring requirements, and environmental compliance programs.
• Review, validate, and interpret analytical data, laboratory reports, quality control results, and regulatory documentation to ensure technical accuracy, data integrity, and compliance with applicable regulations and permit requirements.
• Investigate laboratory quality issues, analytical discrepancies, water quality complaints, permit exceedances, and testing anomalies; perform root cause analyses; develop corrective and preventive actions; and coordinate follow-up activities.
• Supervise, mentor, train, and evaluate laboratory personnel; coordinate technical training, laboratory safety, ethics and data integrity programs, and professional development to maintain a highly competent workforce.
• Manage laboratory budgets, procurement activities, inventory, laboratory equipment, contracts, asset management, and capital replacement planning to ensure efficient and effective laboratory operations.
• Prepare, review, and submit laboratory reports, regulatory documentation, Consumer Confidence Reports (CCR) data, technical correspondence, and other required reports to regulatory agencies and Utilities management.
• Coordinate with regulatory agencies, consultants, Utilities divisions, and external laboratories; respond to water quality inquiries; participate in emergency response activities; and provide technical support for regulatory inspections, special projects, and departmental initiatives.

• Serve as the Laboratory Technical Director, as qualified, and perform the duties of the Utilities Laboratory & Compliance Operations Manager during designated absences; perform related duties and special projects as assigned.
• Occasional Fridays, evenings, and weekends in conjunction with special meetings, outreach events, and or emergencies.
• Performs related duties as assigned.

Education

• Bachelor's degree from an accredited four-year college or university with major coursework in Chemistry, Biology, Environmental Science, or a closely related field.
• Master's degree with major coursework in Environmental Engineering, Environmental Science, Public Health, or a closely related field preferred.

Experience

• At least three (3) years of experience working in a NELAP and FDOH-accredited laboratory, with a strong knowledge of TNI Standards and Quality Assurance
• At least three (3) years of experience in analytes and methods/analysis related to public utility water and wastewater operations and regulations.
• Must meet FDOH and TNI criteria for Laboratory Technical Director within six (6) months of hire.
• Proficient in Microsoft Office tools: Advanced Excel, Word, PowerPoint, Outlook.
• Experience using laboratory databases, reporting systems, or compliance management software preferred.
• At least two (2) years of supervisory experience preferred.
• Knowledge of FDEP, EPA, and utility regulatory requirements preferred.
• A comparable combination of education, training, and experience may be substituted for the minimum qualifications.

Licenses & Certifications

• Valid Florida Driver’s License.
• Lean Six Sigma Green Belt certification or must obtain within one (1) year of hire.
• Acquire FEMA NIMS certification up to level G-400 within one (1) year of hire.
• Certified Professionals credentials from TNI preferred.

Key Competencies

• Laboratory testing and analysis using standard and EPA-approved methods for drinking water, wastewater, surface water, and groundwater.
• Water and wastewater regulations, NELAP/TNI quality standards, FDEP sampling procedures, and laboratory quality control practices.

Physical Requirements

• Work performed in office and field environments, including utility and construction sites.
• Exposure to varying weather, noise, odors, chemicals, biological hazards, and uneven terrain.
• Requires walking, climbing, bending, kneeling, and occasional lifting up to 20 pounds.

Work Days/Hours : Monday - Thursday, 7:00 a.m. - 6:00 p.m.
