Job Description and Duties

Under supervision of the Program and Project Supervisor, the Utilities Engineer performs the engineering duties associated with processing rate adjustments, service complaints, transfer of ownership requests, water quality and contamination problems, water supply, conservation, and compliance matters. The incumbent analyzes water and sewer utility filing and prepares resolutions and appropriate tables. The Utilities Engineer will work with the Senior Utilities Engineer, Specialist on conducting outreach and enforcement with small water utilities deemed at-risk by the Division's Compliance Monitoring and Enforcement Program (CMEP). The incumbent will also conduct other compliance matters to enforce the Public Utilities Code and Commission's General Order 103-A.
The Utilities Engineer will also review general rate case filings and rate base offsets for infrastructure system improvements and provide technical and advisory support to decision-makers, including the drafting of Commission resolutions, technical reports, and conducting public workshops and public participation meetings. Occasional travel throughout the state of California to include evenings, overnight or several days at a time.
