Job Title: Utilities Div. Distribution Technician Department: Public Works

Reports to: Utilities Superintendent Effective Date: March 2026

Union: AFSCME / Non-Exempt Salary Range: Pay grade 5/7

JOB SUMMARY/PURPOSE:

The job duties of the Utilities Distribution Technician include, but are not limited to performing a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of the underground infrastructure & utilities within the village; and to provide responsive, courteous, and efficient service to Village residents and the general public. Assist in the removal of snow and ice from Village streets, sidewalks, parking lots, and other Village facilities.

DISTINGUISHING CHARACTERISTICS:

Distribution Technician I:

This is the entry-level classification in the Utilities Division Technician series. This classification is distinguished by the performance of less than the full range of duties assigned to the journeyman-level classification within this series. This class is typically used as a training level for those positions and may have limited or no directly related work experience. Incumbents work under immediate supervision while learning job tasks, including the operation of applicable equipment, tools, and machinery.

Distribution Technician II:

This is the journeyman-level class in the Utilities Technician series. This classification is distinguished by the performance of the full range of duties assigned to the Technician I and II, with only occasional instruction or assistance as new or unusual situations arise; the ability to pass on knowledge to less experienced staff; and the ability to serve as a lead worker over a crew.

Distribution Crew Leader:

This is the foreman-level classification in the Utilities Technician series. This classification is distinguished by the ability to serve as a lead worker over a crew(s) and/or supervisor within the assigned area of responsibility. This position must perform more complex and responsible tasks and duties within the work unit, including training less experienced employees, planning and assigning projects and tasks, and handling a variety of administrative duties.

DUTIES AND RESPONSIBLITES (including but not limited to):

The duties outlined below are representative of tasks that may be assigned to Technician I, Technician II, or Crew Leader positions. This job description incorporates any applicable municipal ordinances for all levels in the Technician positions. The list below is not exhaustive; additional responsibilities may be assigned as required:

• Assist the general public, private contractors, and other Village departments by addressing complaints and inquiries in a professional, courteous, and respectful manner.
• Responsible for prioritizing safety in the workplace by strictly adhering to and familiarizing yourself with all company safety policies and procedures.
• Prepare work records, including time spent, equipment and tools used, and materials used.
• Perform a variety of semi-skilled and skilled maintenance activities on the Village’s water and sewer distribution system.
• Safely operate various tools and equipment, such as, but not limited to, front-end loader, backhoe, excavator, skid steer, pickup trucks, service body trucks/vans, and 1-ton dump trucks.
• Assist in the removal of snow and ice from Village streets, sidewalks, parking lots, and other Village facilities. This includes the efficient use of large, medium, and small snowplows, sidewalk snowplowing apparatus, snow blowers, salt spreaders, and shovels.
• Assist with storm/flood control activities, including maintaining storm sewers and creeks.
• Safely perform water main break repairs, including digging ditches to lay and/or expose water and sewer lines; cut and replace the damaged pipe.
• Safely exercise, rebuild, and replace water valves and fire hydrants.
• Safely perform fire hydrant flushing.
• Accurately identify the necessary valves to close for water main repairs and service leaks.
• Participate in monthly water shut-off procedures for Utility Billing.
• Safely install and repair water service lines.
• Safely conduct pressure testing of a water system.
• Properly notify residence/business owners of required water shutdowns, boil orders, and procedures.
• Occasionally, collect water samples for testing.
• Restore parkways and rights-of-way after completing underground repairs.
• Repair, replace, and rebuild manhole structures, catch basins, inlets, and frames as necessary.
• Clean and televise storm and sanitary sewer systems.
• Maintain and repair storm and sanitary sewers.
• Clean and remove blockages from sanitary sewer and storm drainage lines.
• Basic working knowledge of the Village’s SCADA system.
• Knowledge and Usage of Work Management Software, Cartegraph, and GIS
• Occasionally perform utility locates for private contractors, the general public, and other Public Works divisions, including water, sewer, fiber, and electric lines.
• Perform and participate in training for "Permit and Non-Permit Required" confined space entry.
• Present safety topics to the Department on a rotating basis.
• Respond to after-hour callouts and be able to perform all necessary duties required and assigned.
• Participate in rotating on-call list.
• Participate in and complete all assigned mandatory training.

Distribution Crew Leader:

• 100% proficient knowledge in all the above duties assigned to as Technician II.
• 50% general knowledge and understanding of the Utilities Production duties.
• Plan, assign, prioritize, oversee, and participate in daily tasks.
• Evaluate operations and activities of the division, recommend improvements or modifications.
• Prepare various reports on divisional activities.
• Requisition of supplies and materials, maintaining appropriate inventory levels.
• Collaborate with Superintendent of Operations on snow and ice removal plan and operations.
• Provide daily documentation of work activity.
• Prepare cost estimates for material and equipment.
• Demonstrate efficiency in Asset Management Software.
• Assist contractors with any complaints and/or questions in a professional, courteous and respectful manner.
• Inspecting and tracking of contractors’ work progress.
• Train technicians on proper use, operation, and maintenance of equipment.
• Assist public with any field-related question in a professional, courteous, and respectful manner.
• Respond to after-hour callouts and be able to perform all necessary duties.

CERTIFICATIONS REQUIREMENTS:

All certifications must be maintained for the duration of employment.

Distribution Technician I:

• Possession of, or ability to obtain a Class A CDL with air brake and tanker endorsements within the first six (6) months of hire.

Distribution Technician II:

• Four-plus (4+) years of division-related experience
• Flagger Certification
• Certified Forklift Operator
• Possess and maintain IEPA Class D Water Certification & Collection System Operator Certification throughout employment.

Distribution Crew Leader:

• Possess and maintain IEPA Class C Water certification & Collection System Operator Certification.

REQUIRED SKILLS / ABILITES:

Distribution Technician I:

• Ability to maintain professional demeanor when dealing with the public.
• Ability to take/maintain control of and during complicated/tense situations.
• Ability to perform heavy manual labor.

Distribution Technician II:

• 80% proficient knowledge in all the above duties assigned to as Technician 1
• 25% general knowledge and understanding of Utility Production duties
• Proficient knowledge and usage of Work Management Software, Cartegraph, GIS & Munis
• Proficient knowledge and use of SCADA system
• Proficient knowledge and usage of tools, such as, but not limited to, Power hand tools: Battery saws, grinders drills & drivers. Gas powered cut off saws
• Proficient knowledge and usage of heavy equipment, such as, but not limited to, Crane truck, Dump trucks, Backhoes, Excavators, Loaders, Hydro excavating equipment, Rollers, Plate compactors, gas/electric and hydraulic pumps and generators.
• Prepare work records including time spent, equipment and tools used, and materials used.
• Conduct underground repair inspections for contractor and provide Inspection report.
• Ability to perform duties of other divisions to allow for seamless operation if needed.
• Ability to troubleshoot and repair Utilities equipment.
• The ability to pass on knowledge to less experienced staff; and the ability to serve as a lead worker over a crew.
• Advancing from the Technician I position to the Technician II position is at the discretion of the Public Works Director and the Village Manager once a formal request is made by the Assistant Director of Public Works.

Distribution Crew Leader:

• 100% proficient knowledge in all the above duties assigned to as Technician II.
• 50% general knowledge and understanding of Utility Distribution duties.
• Plan, schedule, prioritize, assign, oversee, and participate in Public Works’ Utility Distribution daily tasks.
• Evaluate the Division’s operations and activities. Recommend improvements and modifications. Prepare reports on operations and activities.
• Requisition supplies and materials; maintain appropriate inventory levels; justify purchases to the Utilities Superintendent for approval.
• Collaborate with the Superintendent of Operations on the snow and ice removal plan and operations.
• Monitor assets and equipment for maintenance and repair, and schedule as needed.
• Provide daily documentation of work activity. This includes timesheets, activity sheets, schedules, call-out lists, training reports, safety reports, and purchasing logs.
• Utilize Cartegraph to plan and assign work, create and complete tasks, requests, work orders, and update and maintain asset data.
• Prepare cost estimates for materials and equipment; submit justifications for these procurements.
• May assume full division responsibilities in the absence of the Utilities Superintendent.
• Operate Village computer systems. These include Cartegraph, SCADA, Paylocity, Munis, GIS, and others.
• Assist the general public, contractors, and other Village Departments with complaints and questions in a professional, courteous, and respectful manner.
• Read and interpret field drawings, schematics, shop manuals, and other related materials.
• Attend and participate in professional groups; stay abreast of new trends and innovations in the assigned division field of maintenance, particularly related to the Division.
• Respond to after-hour callouts.

EDUCATION AND EXPERIENCE:

Distribution Technician I:

• High School Diploma or equivalent.
• A valid Illinois Driver’s License.
• Possession of, or ability to obtain required FEMA NIMS training courses within first six (6) months of hire.

Distribution Technician II:

• Possession of additional FEMA NIMS required training courses
• Four-plus (4+) years of division-related experience
• Flagger Certification
• Certified Forklift Operator
• Meet facility safety training requirements, maintain required health and safety certifications according to OSHA and facility safety requirements.
• Possess and maintain IEPA Class D Water certification & Collection System Operator certification throughout employment.

Distribution Crew Leader:

• Meets all Maintenance Technician II requirements
• Possession of additional FEMA NIMS required training courses within twelve (12) months.
• Possess and maintain IEPA Class C Water certification & Collection System Operator Certification
