Job summary

TCM, employed by PVAMU, seeks an Utilities & Facilities Manager to lead operations and maintenance of campus utility systems, including central plant, distribution, water, steam, and regulatory compliance across plant assets.

You will oversee maintenance planning, asset condition assessments, outages coordination, and multi-disciplinary teams, ensuring safety, reliability, and long-term sustainability in alignment with institutional goals.

Qualifications

  • Bachelor’s degree in Engineering (Mechanical, Civil, Environmental), Facilities Management, or related field.
  • 8–12 years of progressive experience in utilities management, central plant operations, or campus/institutional facilities management.
  • Experience overseeing water, wastewater and stormwater operations and regulatory compliance.
  • Proven leadership experience managing multidisciplinary maintenance teams.

Responsibilities

  • Daily management of campus utility infrastructure, including the central plant, distribution, electrical, water, and steam systems, together with the capital and deferred maintenance projects affecting those systems from scoping through closeout.
  • Operational oversight of the wastewater treatment plant, including regulatory compliance posture, permit condition tracking, operator coordination, and capital planning for plant assets.
  • Verification that scheduled preventative maintenance on utility and plant assets is performed on schedule and to standard, and escalation of deferred work before it becomes an unplanned capital expense or a service interruption.
  • Assessment of utility asset condition and remaining service life, feeding a prioritized renewal sequence the University can budget against rather than react to.
  • Planning, notification, and coordination of utility outages so that academic and residential operations are protected.

The Utilities & Facilities Manager serves as the primary authority responsible for the operations and maintenance, (utilities) capital improvement projects, documentation, and strategic oversight of all campus utility systems and facilities infrastructureatPrairieViewA&MUniversity(PVAMU).EmployedbyTCM,thisrolefunctionsasan embedded extension of PVAMU staff and is accountable for ensuring the reliability, safety, compliance, and long-term sustainability of all campus utility systems.

Experience

  • Demonstrated experience managing complex utility infrastructure and maintenance systems.
  • Experienceoverseeing water,wastewater and stormwater operations and maintenance, andregulatory compliance.
  • Proven leadership experience managing multidisciplinary maintenance teams.
Certifications(Preferred)
  • ProfessionalEngineer(PE)License Certified Energy Manager (CEM)
