Job summary

City of Winslow is seeking an experienced Water/Wastewater/Sanitation Division leader responsible for directing all phases of utilities operations, planning, and maintenance. The role requires independent judgment and oversight of budgets, personnel, and capital projects to ensure compliant, high‑quality service to the community.

Summary

Performs a variety of supervisory, administrative and professional work relating to the City of Winslow's water, wastewater, and sanitation programs and facilities. Employees of this class are responsible for directing and coordinating all phases of the Water, Wastewater and Sanitation Division. This employee exercises independent judgment in determining the course or extensiveness of assignments and in the development of recommendations to and in accordance with general or specific instructions from the City Manager. Performs a variety of skilled, technical, supervisory and administrative work in the planning, operation, repair, maintenance and replacement of municipal water distribution system, the wastewater collection and treatment systems and the City Sanitation program.

This position is an at‑will management position.

Essential Functions

  • Administers, plans, and directs the activities of the water, wastewater, and sanitation utilities.
  • Manage and supervise assigned operations to achieve goals within available resources.
  • Plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
  • Provides leadership and direction in the development of short and long‑range plans and projects; gathers, interprets and prepares data for studies, reports and recommendations; coordinates division activities with other departments and agencies as needed.
  • Communicates official plans, programs, policies and procedures to staff and the general public.
  • Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel materials, facilities and time.
  • Determines work procedures, prepares work schedules and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
  • Issues written and oral instructions; assign duties and examine work for compliance with policies and procedures.
  • Prepares a variety of studies, reports and related information for decision‑making purposes.
  • Interview and hire candidates for position within the assigned divisions.
  • Operates and maintains the City's water distribution system, the solid waste program and treatment plant to meet local, State and Federal regulations.
  • Plans, schedules and implements maintenance and operation and construction activities for the areas of water, wastewater and sanitation to provide quality service for the City; oversees construction and maintenance work to determine acceptability and conformance to standards.
  • Supervises the installation, maintenance and repair of electrical systems for the wastewater collection and treatment system.
  • Oversee the analysis of wastewater, sludge and effluent samples to provide data for the efficient operation of wastewater treatment plants.
  • Inspects and supervises the repair of water quality equipment, sewer collection systems, pumping stations, meters and treatment plant systems at frequent intervals to ensure that all aspects of the systems are functioning properly.
  • Requisition needed supplies for the department and maintains a variety of records relating to personnel, equipment, supplies, water consumption and reports.
  • Advises supervisor, attorney, engineer and other City officials in matters relating to division activities; provides information to various civic, educational and public groups and individuals regarding water distribution, wastewater collection and treatment and sanitation problems and services.
  • Responds to complaints regarding water/wastewater system failures, leaks or other problems; evaluates situation, determines if liability lies with the City or the property owner; explains findings to property owners and notifies appropriate crew if necessary.
  • Participate in short and long‑term planning of capital improvement projects.
  • Coordinates with other utilities for locations of utility systems.
  • Monitors intergovernmental actions affecting utilities.
  • Performs related duties as assigned or required.
Knowledge Of
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Applications of regional government practices to public works management.

  • Public communication and issue resolution techniques.
  • Applicable equipment, facilities, materials, methods, and procedures used in water distribution systems and wastewater collection and treatment systems

Minimum Qualifications

Education, Training, and Experience Guidelines: Bachelor’s degree in environmental science, public health, civil engineering, public administration or related field AND five (5) years of progressively responsible experience in utility administration; OR an equivalent combination of education, training, and experience.

License And Certification Requirements

Must possess a valid Arizona driver’s license.

Physical Demands/Working Environment

Work is performed in a standard office environment, with some work in the field at various job sites. While in the field may be exposed to various weather conditions, hazardous chemicals, potentially dangerous tools, equipment, and machinery, and dust.
