The United States Agency for Global Media (USAGM) is seeking a personnel management expert to provide guidance to management on complex HR issues. Duties include evaluating HR effectiveness, preparing detailed reports, and ensuring data integrity in HR systems.
This role requires strong analytical skills and a comprehensive understanding of HR laws and regulations. The successful candidate will manage HR programs and advise supervisors and managers on personnel matters.
Serves as a personnel management expert and provides authoritative guidance and advice to supervisors, managers, and other representatives of serviced organizations on a wide range of highly complex, unique, and important personnel management issues. Manages the implementation and delivery of Human Resources programs and services.
Evaluates the effectiveness and efficiency of services and consistency with governing laws, regulations, policies, and management principles. Analyzes and resolves operational issues and problems. Interprets and applies comprehensive understanding of HR laws, rules, and regulations to include OPM Classification Standards and Functional Guides, Title 5 of the Code of Federal Regulations.
Prepares comprehensive human resources management reports. Receives, evaluates, and processes requests and, when necessary, develops specialized reports to meet unique analytical needs.
Identifies and corrects data discrepancies to ensure the integrity of employee data. Researches system problems in concert with the Chief of the Office's Information Systems and Solutions Division and participates in the resolution of DCPDS or other HR systems issues. Interprets manuals, regulations, instructions, and other materials, as necessary. Researches, develops, and makes recommendations regarding Standard Operating Procedures and HR policies. Evaluates the need to explain the processes, policies, and/or training to staff and agency employees, to include managers and supervisors, as needed.
