Job summary

State of South Carolina Department of Labor, Licensing and Regulation seeks a Training Manager for US&R and SC-HART to ensure operational readiness and robust training across all teams. You will lead exercises, coordinate curricula, and oversee data management for training records.

The role emphasizes policy development, interagency collaboration, and ability to deploy to emergencies while mentoring staff and driving continuous program improvement.

Qualifications

• A bachelor's degree and relevant program experience.
• Possesses or can obtain within twelve (12) months a Commercial Driver’s License (CDL) and can meet DOT guidelines.

Responsibilities

• Serve as Training Manager for US&R and SC-HART in support of ESF 4 & 9.
• Provide program management for training and operational readiness.
• Manage training and education of SC-TF1 and assist five regional US&R teams.
• Lead and coordinate training and exercises for SC-TF1 and SC-HART.
• Manage training data collection and database management of training records.
• Ensure equipment, supplies, and curriculum meet current US&R standards.
• Develop operational and program policies and procedures.
• Deploy to emergency scenes and large-scale disasters with SC-TF1/SC-HART/IST/CLEAR/FFMOB.
• Serve as Training Manager during training and incidents; may serve on IST when not deployed.
• Mentor and train personnel, prepare reports, and manage budgetary/purchasing needs.

Minimum Qualifications
Minimum and Additional Requirements

• A bachelor's degree and relevant program experience.
• A combination of education, relevant training, and/or experience may be considered in substitution for the bachelor's degree, upon approval of Human Resources.
• MANDATORY REQUIREMENT: Possesses or can obtain within twelve (12) months of employment a Commercial Driver’s License (CDL) and can meet all Department of Transportation (DOT) guidelines).
  

Preferred Qualifications

• Five years of progressively responsible experience in training program development, delivery, and evaluation within the fire service, technical rescue, or emergency management field.
• Must be able to drive a state vehicle.
• Must have a valid driver's license and 10-year MVR that comply with State and Agency Fleet guidelines.
• Required to lift, carry, move, and position objects weighing over 50 lbs.
• Requires emergency, daily, and some overnight and weekend travel. Holiday work may be required.
• Must be able to work in inclement/hazardous and austere environments for an extended period of time.
  

Other Requirements

• Extensive knowledge of the US&R training requirements, NFPA standards, and credentialing systems.
• Skilled in developing and coordinating large-scale training exercises, curriculum, and evaluation programs.
• Strong organizational and project management abilities, with the capacity to manage simultaneous training initiatives statewide.
• Ability to foster partnerships with state agencies, local jurisdictions, and federal partners.
• Excellent written and oral communication skills, including the ability to brief senior leaders and prepare official reports.
• Ability to work under pressure during activations and coordinate the training readiness of multiple disciplines. Follows US&R guidelines
