University Budget Director

Responsibilities

Reporting to the Vice President for Finance and Treasurer (VPF), provides leadership for the integration and coordination of all University budget planning initiatives to link past financial results and current budget results to maintain long range budget forecasts. Supports the VPF by providing to deans and vice presidents and their finance staffs high‑level analysis, assessment, budget‑related services, and relevant budget information. Responsible for construction, implementation and analysis of the University’s annual operating and capital budget planning processes.

Oversees the campus budget planning process, communicating implications of current assumptions for internal and external constituencies. Under the direction of the VPF, provides support for the Budget, Finance and Investment committee of the Board of Trustees, including drafting of memos and supporting materials. Facilitates regular meetings of the executive budget group to address immediate and long‑term financial issues. Working in collaboration with the Controller and other University officials, initiates, designs and oversees issue‑specific analyses as required to address current or future needs.

Presents financial information and provides training and updates to campus groups as requested. Frames responses to questions or issues raised by internal constituencies.

Collaborates with the Director of Institutional Research in developing and analyzing University data and with the staff of Enrollment Management in projecting net tuition revenue. Facilitates budget process improvement opportunities and problem‑resolution efforts involving a cross‑section of campus personnel.

Collaborates in evaluation and assessment of various opportunities presented to the University by external interests. Guides overall management of income/expense activity, standards and implementation. Works closely with the Vice President for Finance, the Controller and others to ensure continued financial integrity of the University and to ensure compliance with internal policies and procedures, as well as with state and federal regulations.

Guides and participates in planning, implementation, upgrade and maintenance of information systems related to budget, financial planning and position management. Leads the staff of the Office of Financial Analysis and Budgeting, consisting of 4 professional analysts.

Minimum Qualifications

Applicants should have at least seven years of budget experience, preferably in a higher education or governmental setting, and a master’s degree, preferably in business administration, public administration, economics, or other finance‑related field. Applicants for this position should be skilled communicators, strategic thinkers, and have expertise in the use of software and systems that support budget decision‑making. Strong interpersonal skills are essential for success in this position.
