Job summary

Commonwealth of Massachusetts' Executive Office of Labor and Workforce Development seeks a Program Integrity Manager within the Department of Unemployment Assistance to lead the agency's fraud prevention program integrity strategy. You will supervise investigators, coordinate with legal and enforcement partners, and ensure compliance with state and federal laws.

This role requires strategic oversight of casework, data analytics, and benefit collections, with accountability for timely resolution

Qualifications

• Five years of full-time (or equivalent) professional/managerial experience in business/public administration or related fields.
• Substitution allows a certificate for 1 year, a Bachelor's for 2 years, a Graduate for 3 years, or a Doctorate for 4 years of experience.
• Experience in unemployment program administration, fraud investigations, or program integrity is preferred.

Responsibilities

• Oversee UI fraud investigation and resolution activities and guide a team of investigators.
• Review UI claim data and records to detect inconsistencies and potential fraud.
• Ensure actions comply with federal/state laws and agency policies; flag suspect accounts and claims.
• Collaborate with legal, enforcement, and stakeholders to resolve cases.
• Supervise examinations of employer records and ensure proper documentation per guidelines.
• Manage Benefit Collections Team and ensure timely processing of overpayments and reconciliations.
• Oversee all benefit-related payments and coordination with financial institutions and external entities.
• Provide leadership, performance management, and coaching to Program Integrity staff.
• Undertake special projects and contribute to fraud detection enhancements.
