The Human Resource Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs, and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.
The HR Specialist for Data, Reporting and Planning will work under the supervision of the HR Manager for Functional Effectiveness, closely coordinating with functional leads. They will manage HR data and reporting, contribute to HRIS projects and systems, assist in HR planning, and ensure HR compliance.
Duties and Responsibilities
Manage HR reporting, data, and analytics:
- Perform comprehensive analysis of HR data to identify trends, patterns, and provide insights.
- Prepare timely and accurate reports, data visualizations, and dashboards for strategic planning and decision-making.
- Monitor HR reporting requirements and timelines to ensure accurate and timely submission of reports to internal and external stakeholders.
- Monitor trends and developments in data analytics best practices and tools.
- Support HR survey initiatives, design data collection tools, review, analyze and interpret responses.
Contribute to HRIS projects and systems:
- Contribute to the continuous improvement of HR information systems and tools, ensuring efficient data management and reporting capabilities.
- Collaborate with colleagues across departments to identify data analytics needs and support data-driven projects.
- Identify opportunities for process automation and data-driven solutions to enhance HR operations, compliance, and audit readiness.
- Ensure technically sound execution of data analytics projects, including development and delivery of training to end users.
- Stay abreast of emerging HR technology trends and best practices and recommend changes to the HR function.
- Collaborate with IT on data analytics, business intelligence and development of new reports and dashboards.
HR Planning:
- Contribute to the development and implementation of HR planning initiatives and conduct research and analysis to identify HR needs and potential gaps.
- Coordinate input to corporate planning processes, track timelines, implementation progress, solicit input and updates from team members as needed.
- Contribute to development of the HR Work Plans and definition of SMART KPIs.
- Monitor and report on HR deliverables and KPIs for the Strategic Plan and Work Plan monitoring.
HR Compliance:
- Monitor HR compliance with policies, regulations, and procedures, including gender parity, diversity, and inclusion.
- Participate in internal and external audits, evaluations and compliance reviews related to HR data and processes.
- Assist in responding to audit findings and recommendations.
- Manage the personnel validation process and provide end user support through dedicated mailbox.
- Conduct regular data quality assurance to ensure personnel data is accurate across corporate systems.
- Develop data management related guidelines and SOPs.
HR Operations:
- Provide advice and support to the HR team on operational issues.
- Manage business process mapping and establish internal standard operating procedures in all areas of the Operations Team’s functions.
- Oversee planning, expenditure tracking and auditing of financial resources.
- Ensure HR team compliance with Internal Control Framework, Delegation of Authority and segregation of duties and responsibilities.
Perform any other duties as required.
Key Performance Indicators:
- Maintain a data accuracy rate of at least 95% in all reports generated over each quarter.
- Identify and report 100% of data discrepancies or errors within 24 hours of detection.
- Provide at least one significant data insight per quarter that impacts HR strategic decisions.
- Achieve a 100% completion rate of HR Work Plans within the defined timeline for each year/biennium.
- Conduct accurate HR needs and gap analysis at least once a year.

Required Skills and Experience
Education and Certifications:
- Master’s degree or equivalent in Data Analytics, Statistics, Data Science, or Computer Science, or other related fields of study.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Certification in reporting and data analysis is desirable.
Experience:
- A minimum of 5 years of progressively responsible experience in human resources management, administration, public administration, management, or related area with specific focus on reporting and data analysis is required.
- UN system experience is required.
- Experience in data management tools such as PowerBI, or equivalent, is required.
- Experience using MS Office (especially Excel and PowerPoint) is required.
- Experience in developing and conducting presentations to large audiences is desirable.
Languages:
- Fluency in English is required, knowledge of another UN working language is an advantage.
