Background of the project:

In response to the influx of Syrian refugees in Lebanon, the IRC has launched a multi-sectoral relief program in Lebanon. The program will provide assistance to refugees and host communities in the North, Mount Lebanon, and Bekaa Valley through the delivery of protection programming for women and girls and livelihoods programming.
Scope of work:
The Senior Finance Manager (Sr. FM) assists the Country Office Deputy Director of Finance (DDF) by managing the accounting and finance functions, responsible for ensuring that the day-to-day accounting operations and financial management functions at Beirut and Field offices are performed in accordance with IRC and country office policy and procedures.
Deliverables:
- Responsible for review and finance verification for documents and vouchers submitted to finance, to ensure that:
- The IRC policies and donor regulations are adhered to.
- Expenses are allowable, allocable, and reasonable as per specific donor regulations.
- The charging codes for payments submitted are correct.
- The calculations are correctly reflected on the invoice & PR.
- The relevant supporting documents are attached.
- Cash/Bank – Processing & Forecasting:
- Supervision of the processing of bank and cash transactions and ensuring internal control procedures are followed for all cash disbursements, receipts, and transfers including internet banking.
- Ensure that the country program cash forecasts and CTR reports are accurate by working with the Finance team to assist in developing accurate cash forecasts of programs activities needs.
- Payroll:
- Review of the national payroll report ensuring accuracy and standard financial controls are maintained.
- Review the preparation of the monthly national staff payroll accounting entries not limited to Income Tax & NSSF as well.
- Balance Sheet Accounts:
- Monitor the follow-up of the staff, vendor advances, and other balance sheet items before month-end.
- Ensuring differences or discrepancies are brought to the attention of the DDF and Finance staff with appropriate action taken.
- Review the monthly Analytical Report for all BS accounts and share with DDF.
- Sub-Grants/ Partners:
- Build the capacity of Finance staff in reviewing the sub-grants’ financial reports and uploading to the financial system.
- Review partner procurement and financial transactions to ensure adequate supporting documentation, accuracy of amounts, and control over payments as well as coding.
- Month Closure:
- Prepare the monthly closure schedule in collaboration with the accounting and budgeting unit.
- Extract and share the five reconciliations from INTEGRA ERP system (vendor to ledger reconciliation, customer to ledger reconciliation, bank to ledger reconciliation, project management reconciliation, and trial balance).
- Monitor the monthly settlement.
- Monitor and follow up on the open received PO to ensure that all payments are booked on time.
- Extract the memo accounts, 21112, and make sure that there is no balance.
- Run the month checklist before the closure and after the closure along with the needed follow-up.
- Extract PF, PA, and PJ accounts after the monthly booking and ensure that they have zero balances.
- Perform the posting of entries, ensuring proper controls are enforced and appropriate systems in place to maintain all required supporting documentation.
- Work on the Cost Allocation files and ensure accuracy and coding based on IRC financial policies.
- Finalize the closure by uploading the facilities and support dynadd on the system.
- Other responsibilities:
- Provide constructive feedback and advice on appropriate career paths and professional development of finance staff (Accounting Unit).
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Support the field finance team as needed.
- Other:
- Assist the DDF in internal and external audits.
- Any other task requested by supervisor.
Requirements:
EDUCATION:
Bachelor’s degree in accounting, Business Administration, Commerce, or Finance. A recognized professional certificate in accounting (CPA or equivalent certification) is preferred.
EXPERIENCE:
- Minimum of five years of accounting experience with three (3) years of successful direct or indirect supervisory experience.
- Experienced with various Excel spreadsheets and financial-related software (accounting / ERP packages).

- Able to communicate effectively (written and verbal) in English with program, management, and other country office staff.
- Excellent management and coordination skills.
- Must be able to function comfortably within a complex remote work environment.
- Strong team player while being able to work independently. Comfortable making decisions.
- Good supervisory skills, excellent in time management prioritizing multiple tasks.
