Position Summary

The Truancy Program Manager isresponsible for the overall administration, coordination and supervision of truancy services delivered within the CUA 2 region. This position supports coordinators and their units, and leads the program providing an overall vision, oversight, guidance, and support of truancy services. The Truancy Program Manager oversees all administrative aspects of truancy as well as collects, monitors and develops strategies to reach desired program outcomes. This position is responsible for fostering working relationships with various current and future partners (e.g. schools personnel, services providers, the Department of Human Services, a close working relationship with the Central East Truancy Court and CUA’s. This Truancy Program Manager has regular contact with members of the community, funder, staff and providers and is expected to represent Congreso in a professional manner.

This position reports to the Director of Prevention. This is a hybrid position.

Essential Functions

  • Represents Congreso’s mission, values, and commitment to diversity, equity, inclusion, and belonging and will be an ambassador of our work.
  • Manages and provides oversight of the entire truancy program assuring progress in the achievement of outcomes and service objectives.
  • Directly supervises the Truancy Case Managers and Attendance Case Managers providing performance feedback, development, guidance and support.
  • Directs appropriate actions, or implements programmatic changes as directed by the Director of Prevention to assure the compliance of contractual obligations.
  • Adheres to Congreso’s Primary Client Model of supervision and service delivery.
  • Ensures truancy program staff adherence to Primary Client Manager (PCM) model and completion of its documentation as regulated by Congreso’s business plan.
  • Develops and implements truancy program in accordance with the Department of Human Services regulations and Congreso standards.
  • Is responsible for quality and standards compliance for Truancy program.
  • Provides routine staff meetings as well as individual supervisory meetings to assist truancy team in all aspects of truancy program.
  • Attends any divisional, agency or DHS meeting as required.
  • Produces reports and data on truancy program in a monthly basis or as required by funder and agency.
  • Ensures truancy program staff have the necessary resources and supplies to be able to complete the job effectively.
  • Collaborates with the Director to facilitate and foster the communication process between DHS, Regional Court, Schools and School District of Philadelphia, Partner Providers and community agencies.
  • Conducts interviews of candidates to fill truancy positions and prepares hiring packages.
  • Maintains written supervisory notes on all staff in a consistent basis.
  • Assists in the preparation of program concepts, and of actual proposals for continuation grants, and for new funding opportunities.

  • Attends all Congreso trainings and in-services as required, including relevant professional groups to maintain professional, requisite knowledge and licensure.
  • Attends, participates, and facilitates relevant staff meetings to promote communication and execution of goals.
  • Ability to effectively use standard office equipment, including a variety of common software programs such as Office365, UNIDAD, and other customized databases.
  • Follows through on assignments, works in a timely manner, within established deadlines, and completes special projects specific to the function of the department, as needed or as directed by supervisor.
  • Demonstrates ability to work independently and collaboratively with diverse groups, in a compassionate, courteous, and respectful manner that fosters an inclusive environment.
  • Strong written and verbal communication skills including effective and respectful communication with individuals and groups.
  • Bilingual (Spanish/English) written and verbal skills a plus.

Supervisory Responsibilities

This position supervises up to 7 Student Success Case Managers.

Minimum Experience, Education, And Qualifications

Minimum Education:

Master’s degree in social work or related field required.

Minimum Experience

3 years’ experience in a supervisory capacity within social services.

Experience in providing services to the community and working with at-risk youth.

Certification/License

Mandated Reporter and Supporting Children and Families with Disabilities training certificate required and may be completed post-hire.

Valid driver’s license required.
