Tribal Assistance Manager - 477 - Juneau

Department: Tribal Assistance

Location: Juneau

Exemption Status: Exempt

Pay Grade(s): 12-14 ($78,000+ DOE)

Description

Purpose: Responsible for the daily management of the Tribal Assistance services (Temporary Assistance for Needy Families and Bureau of Indian Affairs General Assistance) under the Tlingit & Haida (T&H) PL 102-477 (477) plan, including, but not limited to hiring and supervision of all Tribal assistance personnel, grant writing, budget development/monitoring, preparation and submittal of all required data, financial and narrative reports, development/maintenance of program level policies and procedures, and monitoring of Caseworker use of the client services database.

Essential Functions
  • Responsible for the daily operation of the Tribal assistance services under 477 and the State of Alaska Native Family Assistance Program (NFAP).
  • Develop program projects, and set short and long term strategic goals.
  • Exercise discretion, judgment and responsibility for established program objectives, and resolving disputes.
  • Develop and update Tribal assistance policies and procedures in accordance with program regulations, T&H 477 Plan and T&H policies.
  • Serve as a member of the T&H management team both representing the program and working for the success of the tribe as a whole.
  • Supervise Tribal assistance program staff, which may include: hiring, monitoring, coaching, staff development, evaluations, dispute resolution, progressive discipline, and termination.
  • Conduct staff meetings on a regular basis.
  • Ongoing monitoring of caseload assignments to ensure equitability amongst caseworkers.
  • Develop and/or Coordinate training sessions for employees in all areas of the 477 Tribal assistance, including, but not limited to, program guidelines, procedures, casework, the client services database, requirements of alternative financial assistance, and program reporting.
  • Conduct random and periodic quality improvement and compliance audits of case files to ensure required documentation is present, eligibility calculations are within guidelines, case plan is in place with measurable objectives, and case notes document Clients and Caseworkers efforts and activities.
  • Prepare and submit required data, financial and narrative reports in a timely manner.
  • Responsible for the management of the State of Alaska NFAP, which includes; grant application, budget, reporting, attending the statewide Single Point of Contact monthly meeting, EIS MOA, EIS user accounts.
  • Monitor program budget and ensure financial reporting requirements are met.
  • Work with the TribeVue Steering Committee and TribeVue Coordinator to identify and resolve data entry and technical application issues in client management system to comply with funding requirements and internal controls.
  • Collaborate with the TribeVue Coordinator to create and manage configuration control and update documents related to modifications in client management system as needed.
  • Partner with 477 management team to streamline services, develop partnerships for wrap around services, identifiy duplication of services and develop referral processes.
  • Partner with other T&H programs to identify, prepare, and submit proposals for collaborative grant opportunities.
  • Responsible for working with the Grants Team to identify and write for grants to maintain and enhance 477 Tribal assistance services.
  • Develop and maintain accurate, complete and confidential records.

Preferred Qualifications (education, experience, skills)
  • Two (2) yrs experience managing TANF and/or GA programs
Physical Requirements
  • The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.
Work Environment
  • Some travel may be required on small aircraft or ferry.
  • Certain positions at Tlingit and Haida may have exposure to certain hazardous materials or conditions. The supervisor will review these if applicable.
