Cherished Consulting| Twin Cities, Minnesota seeks a Treatment Director to lead daily operations of an outpatient SUD program, ensure regulatory compliance, and supervise staff under ASAM Level 1.0 scope.

Reporting to Amina Mohamed, you will coordinate admissions, staffing, budgeting, and liaison with licensor and partners, while upholding patient-centered care and confidentiality.

Qualifications

  • 1 year direct SUD service experience or managing those services.
  • Bachelor’s degree or 3+ years admin/supervision in human services.
  • Knowledge of MN 245G/245A/626.557 series; background checks required.
  • Must be 18+, meet 245C background study, and complete 12 hours co-occurring training within 6 months.

Responsibilities

  • Implement admissions, service delivery, client rights, confidentiality, and discharge policies.
  • Coordinate staffing and on-site first aid/CPR coverage whenever clients are present.
  • Monitor quality, incidents, and client feedback; prepare DHS licensing readiness.
  • Work with ADC Supervisor on clinical plans, caseloads, and group sizes ≤16.

Minnesota 245G substance use treatment | ASAM Level 1.0 outpatient

Position summary

Lead the daily operations, staff administration, and regulatory compliance of an outpatient substance use disorder treatment program. Work with the Alcohol and Drug Counselor Supervisor to deliver person-centered, culturally responsive treatment within the program’s licensed services and ASAM Level 1.0 scope.

Required qualifications
  • At least one year of work experience providing direct services to individuals with substance use disorders, or managing or administering those direct services.A bachelor’s degree OR at least three years of work experience in administration or personnel supervision in human services. This requirement is separate from the substance use service experience requirement above.Knowledge of Minnesota Statutes chapter 245G, chapter 245A, sections 626.557 and 626.5572, and chapter 260E. Documented knowledge in the personnel file.Must be at least 18 years old for direct contact duties; meet applicable Chapter 245C background study requirements; and maintain eligibility for assigned duties.Complete required orientation and ongoing training, including at least 12 hours in co-occurring disorders. New staff who have not completed that training must do so within six months of employment.
Essential responsibilities
  • Implement policies for admissions, service delivery, client rights, confidentiality, emergency response, grievances, discharge, and referral to other levels of care.Coordinate staffing and designate a responsible staff member for every hour of operation. Ensure required on-site first aid and CPR coverage whenever clients are present.Verify staff qualifications, background study status, job descriptions, orientation, training, and annual performance evaluations; maintain complete personnel records.Coordinate with the ADC Supervisor on clinical quality, timely assessments and treatment plans, documentation, counselor workloads, and group sizes of no more than 16 clients.Monitor service quality, incidents, client feedback, and records; implement corrective actions and prepare the program for DHS licensing reviews.Coordinate communication with the owner, DHS licensor, referral partners, and qualified medical and mental health professionals. Track required program reporting and payer documentation where applicable.Ensure the license holder submits required notices of changes or vacancies in key staff positions within five business days and coordinates coverage with the licensor.Implement abuse prevention and mandated reporting procedures; protect client information under applicable Minnesota confidentiality laws, HIPAA, and 42 CFR Part 2.Manage assigned scheduling, purchasing, and budget responsibilities within the owner’s approved authority; support accessible, trauma-informed services and effective use of interpreters.
Authority and professional scope

The director may assign operational duties, address performance concerns, and implement approved procedures within delegated authority. Clinical supervision and clinical decisions requiring counselor qualifications remain with appropriately qualified staff. The treatment director title alone does not authorize counseling, psychotherapy, nursing, or prescribing.

An LADC license is not required solely to qualify as Treatment Director under section 245G.11, subdivision 3. If the director also performs counselor or ADC Supervisor duties, the employer must separately verify and document all qualifications for each role.

Preferred qualifications
  • Experience with Minnesota 245G licensing, outpatient operations, ASAM criteria, quality improvement, and electronic clinical records.Experience leading a multidisciplinary team and serving people with co-occurring disorders and diverse cultural or language needs.Minnesota LADC licensure and current first aid and CPR certification are preferred employer qualifications.
