Job summary

City Of East Grand Rapids is seeking a Finance Clerk under the Finance Director to handle property tax billing, utility billing, A/P and receivables, and cashier duties. This role provides leadership to the Administrative Clerk and may act as Treasurer in their absence.

The position emphasizes accurate cash handling, BS&A software use, and strong communication. A bachelor’s degree in finance or related field is required, with comprehensive benefits and a Monday–Friday schedule.

Qualifications

• A bachelor’s degree or equivalent in finance, accounting, business management, or related field is required.
• Strong knowledge of cash receipting/handling procedures involving large sums of money, billings, and accounts payable. BS&A software knowledge recommended.
• Knowledge of municipal government practices, finance, banking procedures, and basic accounting.
• Knowledge of City services, organizational structure, and general operations to effectively direct and assist the public.
• Ability to maintain detailed financial records and reports according to acceptable standards.
• Ability to communicate effectively and present ideas and concepts orally and in writing.
• Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness.
• Ability to multi-task, problem-solve, and work effectively under stress, within deadlines and changes in work priorities.

Responsibilities

• Daily cash balancing and bank deposits; receipts processing and deposits weekly.
• Administers monthly utility billing (water/sewer); enters readings and audits data.
• Prepare delinquent notices and add to tax roll as needed.
• Responds to inquiries and resolves questions at front counter and by phone.
• Processes accounts payable; scans invoices and prints checks.
• Maintain vendor records and 1099/W-9 forms; manage ACH documents.
• Prepare and disburse tax bills; coordinate with County and providers.
• Backup to front counter and Treasurer duties; assist audits and reporting.
• Create and maintain spreadsheets and reports; support auditors as needed.
