The Transportation Worker 3 Equipment Operator, under general supervision, performs full-performance level skilled work in the construction and maintenance of highways. May serve as a working shop leader. Transports equipment throughout the state to construction or maintenance sites and loads and unloads equipment. Operates motorized highway maintenance equipment such as but not limited to power grader, bulldozer, backhoe, track/ rubber-tired excavator, semi-trailer, skid steer, utility tractor, aerial bucket truck, front-end loader, tandem-axle truck, and snowplow. Makes major repairs to highways, culverts, and bridge structures. Makes minor mechanical repairs in the field such as changing tires, blades, or filters. Responsible for maintaining equipment maintenance including but not limited to cleaning and lubricating equipment and checking fluid levels. Assists with the Division of Highways Surplus Auction performing duties as necessary. Overnight stays may be required on occasion. May be exposed to hazardous working conditions and inclement weather. Performs related work as required, including flagging, erects traffic control signs and barricades on construction and maintenance projects, shoveling materials, cleaning culverts, mowing, and brush cutting. Performs other related duties as required.

The selected applicant will be placed in a U.S. Department of Labor apprenticeship program. Progression through the apprenticeship program is dependent upon hours completed, proficiency in work, training completed, as well as maintaining and/or obtaining a Commercial Drivers License (CDL). However, a Transportation Worker 3 Crew Chief is excluded and the applicant will not be placed within a U.S. Department of Labor apprenticeship program .

  • In the area of assignment of Equipment Operator, a Commercial Driver's License (CDL) is required.

Typical Duties and Responsibilities

Transportation Worker 3 – Equipment Operator

  • Operates hydraulic crane.
  • Utilizes heavy motorized equipment to excavate, backfill, grade, or level soil and aggregate.
  • Utilizes heavy motorized equipment to grade surfaces, roll or compact soil and aggregate.
  • Leads or trains lower level equipment operators.
  • Assists Core Driller in positioning drilling rig.
  • Adds rods or augers to drill.
  • Removes core samples from core barrel.
  • Assists in cleaning and maintenance of drilling rig and related tools and equipment.
  • Installs steel piling in pre-drilled holes.
  • Cleans drilling site of debris after drilling completed.
  • Sets and detonates explosive charges for earth removal.
  • Travel may be required; therefore, a valid driver’s license is required.
  • In the area of assignment of Equipment Operator, a valid class A or class B Commercial Driver’s License is required.
Required Skills and Knowledge

• Knowledge of safety practices used in structural steel construction.
• Knowledge of the procedures, techniques and equipment used in the area of assignment.
• Knowledge of the occupational hazards and applicable safety standards and procedures in the area of assignment.
• Knowledge of basic blueprint reading.
• Knowledge of general construction and maintenance practices.
• Knowledge of the methods, materials, tools and equipment used in the maintenance, repair and overhaul of gasoline and diesel-powered engines and their components.
• Knowledge of the operation of motor driven equipment.
• Ability to diagnose mechanical problems and determine appropriate procedures for repairs.
• Ability to safely operate basic hand and power tools.
• Ability to read operation manuals, blueprints, and specifications in the area of assignment.
• Ability to operate motorized equipment in the area of assignment.
• Ability to perform skilled trades work in bridge construction and maintenance.
• Ability to operate and maintain highway equipment and attachments.
• Ability to understand and follow oral and written instructions.
• Ability to maintain accurate records of daily maintenance activities and of gauges and meters used in heating ventilation and cooling systems.
• Ability to climb high steel structures.
• Ability to train and work cooperatively with other skilled and semi-skilled workers.

REQUIRED TRAINING/EDUCATION:No formal education required.


REQUIRED EXPERIENCE:Equipment Operator: Valid Class A or B CDL and four (4) years of full-time or equivalent part-time paid experience operating heavy equipment such as bulldozers, end loaders, dump trucks, drillers, etc.
Equipment Operator ExperienceSubstitutions: Successful completion of an approved vocational school program may be substituted for two (2) year of the required experience in the specified area of assignment.
