Introduction

The State of Connecticut Department of Transportation (CTDOT), is accepting applications for Transportation Supervising Engineer (Construction Engineering) position in our Division of Construction Operations (DCO), in the Quality Assurance Unit at our Headquarters in Newington, CT. The DCO is the central construction engineering and administrative office for the Office of Construction which administers construction projects statewide from design to final acceptance. The Quality Assurance Unit is responsible for Work Zone Safety, Value Engineering, Records Examination, Constructability Plan Reviews, and Standard Specifications revisions.

Position Highlights

The Role

The focus of this position will be the supervision of several teams in the Quality Assurance unit, including, but not limited to:

• Constructability Reviews
• HQ Records Examination and Project Final Packages
• Value Engineering

The Transportation Supervising Engineer will provide guidance and promote a quality focused role to supervise and lead staff to address Constructability Issues, improve and maintain the Review process, assess trends, and adjust standards to meet emerging Records Examination findings, work with Design and Engineering teams to coordinate and Execute Value Engineering and Value Methodology deliverables in accordance with Federal Regulations. This will also include assessment of current procedural requirements based on observations through project records and post construction reviews and coordinating the recommended updates of procedures by drafting of procedural requirements and incorporation of the resulting directives and bulletins into the CTDOT Construction Manual; review construction issues and post construction reviews and assist with developing, and scheduling the Bureau of Engineering and Construction Lessons Learned exchanges as well as documentation of recommending Best Practices. This position will act as a liaison with the Construction Districts regarding Constructability concerns, Municipal Manual Updates, Environmental coordination and other related CTDOT operating units, contractors and outside agencies and government officials. This position will supervise the development and maintenance of performance metrics, coordinate the start-up of Emergency Declaration projects and other related duties assigned based on needs of the Unit.

Minimum Qualifications - General Experience

Eight (8) years of experience in transportation construction engineering.

Minimum Qualifications - Special Experience

One (1) year of the General Experience must have been as an engineer with lead responsibility for complex transportation construction engineering projects in construction, surveys, or materials testing.
