Job summary

The City of Kingsport is seeking an experienced Civil Engineer to oversee design and construction of traffic and City facilities, review developments, and coordinate with regulatory bodies.

The role includes managing projects from survey to construction, ensuring compliance with plans, contracts, and standards, and addressing public inquiries. Certifications and TN PE licensure are required, with TDOT certifications preferred.

Qualifications

• Knowledge of public works and utilities design principles, practices, regulations, and standards.
• Ability to manage design personnel, budgeting, scheduling, public outreach, and contract closeout.
• Experience reading and interpreting plans, specifications, contracts, and legal documents.

Responsibilities

• Design and permit traffic infrastructure projects including signs, markings, and signals.
• Manage public projects from survey to construction completion and final payment.
• Review city traffic developments within the city jurisdiction.
• Coordinate meetings with city divisions and site visits.
• Keep managers informed of departmental operations.
• Oversee Centrac’s Signal software systems.
• Address public comments and questions.
• Obtain and maintain related certifications, licensures, and registrations.
• Attend conferences, trainings, and public meetings.
