Job summary

HNTB Corporation seeks a TMP Specialist – Project Engineer to lead traffic management plan development during construction and assist in TMPs during design for roadway projects. You will apply expertise in work zone safety, operations, and standards to craft practical TMPs that support traffic control and public information needs.

Qualifications

  • Requires a Bachelor’s degree in Engineering with 6+ years of relevant experience, or a Master’s with 5+ years, or a PhD with 4+ years.
  • Experience in TMP development and traffic management in complex projects is preferred.
  • Strong knowledge of MUTCD, DOT specs, and local requirements.

Responsibilities

  • Lead TMP planning and support during construction and design phases.
  • Collaborate with project managers and construction personnel to integrate TMPs into staging and field practices.
  • Provide technical guidance and mentorship to junior staff on TMP development and implementation.

Job description

What We're Looking For

Primarily responsible for leading Traffic Management Plan (TMP) support during the construction phase of roadway projects and participates in the development of TMPs during the design phase of roadway projects.

This position applies advanced knowledge of work zone traffic control, safety, operations, and applicable standards to develop comprehensive TMPs that address traffic control, transportation operations, and public information needs.

As part of a multidisciplinary project team, the TMP Specialist – Project Engineer collaborates with project managers, design staff, and construction personnel to help ensure TMP strategies are appropriately incorporated into construction staging, sequencing, and field practices. The TMP Specialist – Project Engineer works independently on complex assignments, provides technical guidance to less experienced staff, and contributes directly to improved safety, mobility, and constructability for clients and the traveling public.

This position involves working primarily in a construction field office and driving roadway work zones.

What You’ll Do:
  • Responsible for the planning and distribution of discipline-specific work, and adherence to the schedule and budget on projects.
  • Assists in marketing responsibilities, including proposal generation.
  • Assists with the development of scope of work and level of effort for projects and/or assignments within discipline.
  • Oversees completeness and accuracy of project team’s work within the technical discipline. Guides and mentors team to overall project objectives.
  • Coordinates technical aspects of project with client counterpart and teaming partners at staff level for work within the discipline.
  • Works closely with other disciplines on multi-discipline projects.
  • Performs other duties as assigned.
What You’ll Need:
  • Bachelor’s degree in Engineering and 6 years of relevant experience, or
  • Master’s degree in Engineering and 5 years of relevant experience, or
  • PhD in Engineering and 4 years of relevant experience
Essential Functions:
  • Collaborates with construction project managers, project leaders, and construction personnel to support the integration of TMP strategies, including Transportation Operations (TO), Traffic Incident Management (TIM) and Public Information (PI) components for transportation projects of varying size and complexity.
  • Participates in the development of TMPs by coordinating with design project managers, other consultants, and client staff to support the integration of TMP strategies into phasing and schedules of transportation projects of varying size and complexity.
  • Provides technical support during the projects’ construction phase by responding to TMP-related questions, reviewing proposed modifications, and assisting project teams in addressing changing field conditions.
  • Applies federal, state, and local standards and guidelines (e.g., MUTCD, state DOT specifications, local agency requirements) to develop and implement TMP strategies that are practical, constructible, and adaptable to project staging and sequencing.
  • Participates in review meetings, constructability reviews, and coordination efforts with agencies, contractors, and stakeholders to help ensure TMP strategies are clearly understood and appropriately applied.
  • Reviews TMP-related submittals, revisions, and alternative traffic control concepts for consistency with approved plans and project intent, providing technical input and recommendations as needed.
  • Performs quality control reviews of TMPs and traffic control plans prepared by less experienced staff or subconsultants and provides technical guidance and mentorship.
  • Prepares technical documentation, exhibits, and supporting materials related to TMP development and implementation support.
  • Regular work zone reviews require valid driver’s license and access to a vehicle.
  • Performs other duties as assigned.
Preferred Qualifications:
  • Professional Engineer (PE), Engineer in Training (EIT), Professional Transportation Planner (PTP), or similar certification.
  • Advanced experience developing TMPs for complex urban, freeway, or high-traffic-volume projects.
  • Experience coordinating TMPs with state DOTs, local agencies, and construction contractors.
  • Familiarity with traffic analysis tools, traffic control software, or CAD/GIS for plan development.
Competencies:
  • Advanced knowledge of traffic management planning principles, work zone safety, and applicable regulations.
  • Strong analytical and problem-solving skills with the ability to develop practical, implementable solutions.
  • Ability to work independently on complex assignments with general supervision.
  • Effective written and verbal communication skills, including technical documentation and client interaction.
  • Ability to mentor and provide technical guidance to junior staff.
  • Planning and organizing work to meet project schedules and quality expectations.
  • Attention to detail and commitment to quality and safety.
