Job summary

The Arizona Department of Transportation seeks a Transportation Maintenance Management Analyst 2 to provide technical and administrative support to district, middle and upper level managers. Job Summary

The position provides technical, and administration expertise to district, middle and upper level managers, including dissemination of projects, budget tasks, tracking, AMS activities, material purchase orders, PeCoS entries and track pavement surface treatment project and ensure delivery. This position will also serve as a direct and centralized contact for some of our general Procurement contracts and MMS. Tracks and develops district performance measures and metrics, assesses methods of best capturing data to depict the ongoing improvements within the district, displays and documents the findings accordingly. Performs studies of policies, procedures, systems, practices, operations and organizational structures devising an effective and efficient methods.

Job Duties

Review, monitor and control amounts expended from the budget not to exceed allocated funds available. Report potential issues. Prepare and plan estimates costs of labor, equipment and materials for next fiscal year budget. Records (PeCOS), reports, for determination of feasibility of privatizing specific highway maintenance activities.
Analyze technical issues and develop processes/ recommendations for resolution of these issues. Prepare project related documentation to ensure conformance with all applicable laws, rules, regulations and standards. Serve as a direct and centralized contact for some of our general Procurement contracts and MMS.
Act as the Safety Coordinator, tracking safety meetings, assisting with scheduling, gathering data from unit safety reps, advocating for safety needs (classes), coordinating annual fire marshal, inspection, performing fire extinguisher inspections, reviewing safety plans, keeping records, assisting with audits, and taking part in accident review boards.

Knowledge, Skills & Abilities (KSAs)

Knowledge of:

  • Methods, procedures and techniques used in scheduling, prioritizing and monitoring program activities on a statewide basis.
  • Materials and equipment used in highway maintenance operations.
  • Policies and procedures related to the Maintenance Management System.
  • Cost estimating to compare bids, actual costs, and estimated costs of bids.
  • Civil engineering, traffic engineering, traffic control specifications that are based on engineering principles, standards, and the Manual for Uniform Traffic Control Devices (MUTCD).
  • Math, statistics, and geometry to calculate distances, volumes, slope ratios, cut ditch requirements and highway curves.

Skills in:

  • Interpersonal relationships to establish and maintain cooperative and effective working relationships with personnel at all levels, both within and outside ADOT.
  • Use of computers to develop spreadsheets, manipulate databases, prepare exhibits and graphical representations, and to utilize word processing programs to present findings and recommendations.
  • Advanced level communication, both oral and written, to tactfully provide effective guidance to district maintenance professionals/managers/supervisors/technicians, when explaining intent and content of technical specifications, and preparing evaluative and comparative reports.

Ability to:

  • Maintain record system relating to materials and equipment.
  • Design and draft forms, plats, sketches and diagrams for procurement and contract administration documents.
  • Plan, coordinate, analyze, perform multiple tasks, communicate effectively, comprehend directions, and work under stress.
  • Learn and adapt to changing priorities.
Selective Preference(s)

Bachelor's Degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and professional experience in the research development, evaluation or revision of programs, organizations methods or procedures, experience equivalent to a Management Analyst 1 in Arizona State Service; or an equivalent combination of education.

Knowledge of Google Platform, PECOS, PEN or FAST Applications

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
