Job summary

Arizona Department of Transportation seeks a Program Administrator 2 to lead project management for complex transportation initiatives, including scoping, pavement and bridge projects, modernization, and safety improvements.

You will supervise staff and consultants, monitor scope, schedule, budget, and quality, and coordinate with internal and external stakeholders. Remote-work option within Arizona is available based on department needs and performance.

Qualifications

  • Bachelor's degree in Civil Engineering or related field.
  • 2 years of experience managing transportation projects.
  • Knowledge of project management principles and practices.

Responsibilities

  • Lead and manage a multi-disciplined team in analysis, design, and preparation of construction plans, estimates, specifications, engineering studies, and reports.
  • Facilitate reviews of engineering studies, designs, plans, estimates, and provisions and link technical units together.
  • Communicate with ADOT Groups and outside agencies to inform and expedite project development and convey policies, procedures, and guidelines.

Job Summary:

This position will serve as a Project Manager, managing all aspects of the project development process for complex projects; facilitating the review of these products with thevarious technical areas and project stakeholders. More specifically, the various project types this individual would manage include; scoping documents, pavement and bridgepreservation projects, pavement and bridge rehabilitation projects, modernization projects (turn lane additions, climbing lanes etc) safety improvement projects (HSIP). Lastly,this position is responsible for the supervision, administration, and direction of activities of project management staff and contracted consultants; monitoring the scope,schedule, budget, and quality of the project development process.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Leads and manages a multi-disciplined team consisting of in-house/consultant team members in the analysis, design, and preparation ofconstruction plans, estimates, specifications, engineering studies, and reports complying with Department standards, policies, and proceduresfor complex projects.

Facilitates reviews of engineering studies, reports, designs, plans, estimates, and special provisions developed by ADOT Groups, outsideagencies, or consultants, and recommends approval and disapproval, while linking all technical units together.

Communicates with ADOT Groups and outside agencies to inform, facilitate and expedite the development of projects and improve the quality of our product. This includes communicating policies, procedures, and guidelines on material changes,enhancements, and the implications ofscope changes at various stages of projects.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Principles and practices ofproject management applicable to thedevelopment, design and construction of theState Highway Systems.
  • Scheduling techniques, workhour estimation, and construction costestimation.
  • Project Management tools,including the use of Microsoft and Googlecomputer applications.
  • Federal and Stateregulations, policies, procedures, andguidelines as applicable to the ProjectDevelopment process.

  • Travel along with overnight lodging.
Selective Preference(s):

Bachelor's degree in Civil Engineering or a related degree.

Knowledge of the Project Development Process and 2 years of experience managing transportation projects.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
