The Transportation Environmental Resources Specialist Associate will report to the District Headquarters, Environmental Section. Performs intermediate advancement level professional work in a specialty area in the acquisition, preservation, management and enhancement of the state's environmental/natural resources. Work involves the application of scientific principles, laws and regulations and program planning techniques in the areas of assignment, which may include grants and contract administration, environmental/natural resources, program development and evaluation, education, or environmental monitoring and compliance, history, or archeology. Assists in the planning, organizing and implementing of a statewide or regional specialty program. Travel over difficult terrain and in inclement weather may be required. This position's work is reviewed and signed off on by a senior level or manager position. Performs related work as required.

Typical Duties and Responsibilities
  • Assists higher level specialists in collection and review of scientific data related to environmental/naturalresourcesquality;assistsinpreparingdetailedstatistical/narrative reports.
  • Conductsfieldinspectionstoidentifypollutionsources,monitorcontractactivitiesandto assess environmental/natural resources quality impact.
  • Collectsdata,composesandcompilesstatisticalandnarrativereportsrelatingtooperational and comprehensive plans.
  • Consultsonthedevelopmentofgrants,grantproposalsandprogramsrelatingtotheareaof assignment.
  • Implements and monitors programs supported by planning agency grants.
  • Performs site examination of land to determine land-use feasibility.
  • Processesleasesandagreementsofrights-of-wayforsurfaceandminerallandsand improvements.
  • Schedulesandparticipatesinpublicmeetingstoexplaintheenvironmentalimpactofa proposed project or environmental permit.
  • Participates in resistivity and seismic surveys.
  • Composes correspondence and memoranda.
  • Personal contacts may include individuals or groups from outside the Division of Highways or Department of Transportation. Certain meetings or conversations may take place outside of the agency in a somewhat unstructured setting.
  • Travel may be required; therefore, a valid driver’s license is required.
Skills and Knowledge
  • Knowledge of environmental/natural resource laws and regulations.
  • Knowledge of the principles, practices and objectives of the various phases of planning.
  • Knowledgeofthesocio-economicfactorsinvolvedinstate,regionalandcommunity planning.
  • Abilitytocollect,analyzeandevaluatedataandtechnicalinformationintheareaof assignment.
  • Abilityto present resultsof research effectivelyin oral, writtenor graphic form.
  • Abilityto analyze planningproblems and torecommend an effectivecourse of action.
  • Abilitytocommunicateeffectivelywithawidevarietyofindividuals,bothverballyandin writing.
  • Ability to manage NEPA projects with full oversight.
  • Ability to produce NEPA documents.

REQUIRED TRAINING/EDUCATION

  • Bachelor’s degree from a regionally accredited college or university with a major in archaeology, chemistry, geology, physics, biology, engineering/engineering technology , environmental studies, natural science, or a related field.
  • Substitution: Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection, and enhancement of environmental/natural resources may be substituted for the required training/education through an established formula.

REQUIRED EXPERIENCE

  • Two (2) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection, and enhancement of environmental/natural resources.
  • Substitution: Master’s degree from a regionally accredited college or university with a major in chemistry, physics, geography, geology, biology, engineering, environmental studies, natural science, archeology, or related field may substitute for the required experience.
  • Requires the National Environmental Policy Act (NEPA) Training in additional to the above experience. New hires in this classification will have to complete the NEPA Training within 6 months of employment.
