Job summary

Pinellas County Public Works is seeking Transportation Engineers (Engineer 1 or Engineer 2) in Clearwater, FL. The role offers a hybrid schedule with two remote days, and salary bands for Engineer 1 ($74,339.20–$118,913.60) and Engineer 2 ($84,843.20–$135,699.20) annually.

  • Experience in civil engineering or related discipline.
  • Bachelor’s in Civil Engineering or related field.
  • Florida Engineer Intern (EI) certificate and one of: a) Bachelor’s + 2+ years experience; b) MSC or related master’s; c) equivalent combo of education and experience.

Salary: Engineer 1: Anticipated hiring salary: $74,339.20 – $118,913.60 annually, depending on qualifications and experience. Engineer 2: Anticipated hiring salary: $84,843.20 – $135,699.20 annually, depending on qualifications and experience.

What Will You Do?
Engineer 1
  • Manage the preparation of plans, specifications and cost estimates for highway, bridge, trail, and other assigned public works projects.
  • Prepare reports on program plans and specifications.
  • Coordinate and obtain permits for consultant and in-house design projects.
  • Prepare scope of services, schedules and cost estimates; reviews and comments on all contract documents including plans and specifications; coordinates staff review and other’s comments with consultant’s efforts to resolve conflicts during the design phase. May prepare and submit input to CIP budget.
  • Manage the planning, design, construction and inspection of construction of highway, bridge, trail and other assigned public works projects.
  • Represent the County in the coordination of civil, mechanical engineering, or other projects including assisting with the selection process for consultants or general contractors, preparing scopes of work, preparing contracts and directing, reviewing, and coordinating consultants while working on several projects simultaneously.
  • Perform complex technical engineering reviews and develop professional engineering specifications.
  • Coordinate staff review and comments to resolve conflicts during design and construction phases of a project.
  • Perform other job-related duties as assigned.
Engineer 2
  • Supervise, plan, and direct the activities of an engineering effort within a unit or organization.
  • Direct and manage planning the preparation of plans, specifications and cost estimates for highway, bridge, trail, and other assigned public works projects.
  • Prepare reports on program plans and specifications.
  • Coordinate and obtain permits for consultant and in-house design projects.
  • Prepare scope of services, schedules and cost estimates; reviews and comments on all contract documents including plans and specifications; coordinates staff review and other’s comments with consultant’s efforts to resolve conflicts during the design phase. May prepare and submit input to CIP budget.

  • Perform other job-related duties as assigned.
What Will You Need?
Engineer 1
  • Experience: Technical and professional experience in civil engineering or other relevant engineering disciplines.
  • Degree: Bachelor’s in Civil Engineering or other relevant engineering discipline.
  • Florida Engineer Intern Certificate (EI) and one of the following:
  • Bachelor’s degree and at least two (2) years of experience as described.
  • Master’s in Civil Engineering (MSC) or other relevant engineering discipline.
  • or an equivalent combination of education, training, and/or experience.
Engineer 2
  • Professional Engineering (PE) license from the State of Florida (or ability to obtain within 6 months of hire through reciprocity/comity.)
  • Experience: Technical and professional experience in civil engineering or other relevant engineering disciplines, that includes at least one (1) year of supervision or supervisory training.
  • Degree: Bachelor’s in Civil Engineering or other relevant engineering discipline.
  • Professional Engineering (PE) license and one of the following:
  • Bachelor’s degree and at least four (4) years of experience as described.
  • Master’s in Civil Engineering (MSCE) or other relevant engineering discipline and at least two (2) years of experience as described above.
  • or an equivalent combination of education, training, and/or experience.
Additional Requirements:
  • Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Remote Work Policy: This position requires employees to live within a 60-mile radius of Pinellas County and maintain the ability to report to the assigned worksite as needed. If you relocate outside the required 60-mile radius, you must receive advance approval from the County Administrator. Failure to meet this requirement may affect your continued eligibility for the position.
Highly Desirable:
  • Knowledge in ITS/ATMS design and implementation projects.
  • Knowledge of Pinellas County and Florida Department of Transportation specifications and design standards.
  • Knowledge of the Florida Green Book.
  • Knowledge of roadway engineering principles.
  • Knowledge of FHWA Manual on Uniform Traffic Control Devices (MUTCD).
  • Experience in roadway and drainage design.
  • AutoCad Civil 3D experience.
