Overview
Transportation Engineer I and II roles performing transportation engineering work in planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Responsibilities vary by level, with Engineer II performing work independently on assignments and referring unusual issues to the supervisor.
Essential Duties
Transportation Engineer I
- Assists in overseeing construction project traffic control plans and reviews traffic control devices with Area Engineers.
- Assists in overseeing contracts, issuing work orders, and monitoring construction schedules, contractor payments, and job progress on construction projects.
- Conducts pre-construction meetings and public hearings.
- May serve as a lead worker and perform related tasks.
- Monitors consultants\' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
- Monitors contractors\' compliance with plans and specifications.
- Resolves differences between contractors and inspectors.
- Reviews change orders, supplemental agreements, memoranda, and extra work orders; reviews monthly and final estimates prior to submittal.
- Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.
- Performs other job responsibilities as assigned.
Transportation Engineer II
- Assists Area Engineers with construction contract administration matters.
- Oversees construction project traffic control plans and periodically reviews traffic control devices with Area Engineers.
- Oversees contracts, issues work orders, and monitors construction schedules, contractor payments, and job progress on construction projects.
- Performs other job responsibilities as assigned.
Minimum Qualifications
Education
Transportation Engineer I & II: Bachelor\'s degree in engineering or related science; bachelor\'s or higher degree accepted by TX PELS.
Experience
Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience (full-time or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year-for-year basis.
Substitutions for Minimum Qualifications
Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience (full-time or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year-for-year basis.
Licenses and Certifications
- Valid driver’s license at the time of application; position requires driving a state vehicle.
- Licensed Professional Engineer.
Note: Professionals licensed in another state must meet Texas licensing requirements within six (6) months of hire and sign an employment agreement to that effect as a condition of employment.
Competencies
Transportation Engineer I
- Considerable knowledge of construction engineering policies and procedures; bridge construction and evaluation methods, procedures and regulations; construction, operation and maintenance of traffic control devices; applicable testing methods, processes and procedures; and Critical Path Method for managing projects; maintenance concepts, methods, policies and requirements.
- Proficient in planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines; leading, assigning, reviewing, and monitoring the work of others; using computers and applicable programs, applications, and systems; maintaining a safe and effective working relationship with others.
Transportation Engineer II
- Same knowledge areas as Engineer I (construction engineering policies and procedures; bridge construction and evaluation; traffic control devices; testing methods; CPM; maintenance concepts).
- Proficient in planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines; leading, assigning, reviewing, and monitoring the work of others; using computers and applicable programs, applications, and systems; maintaining a safe and effective working relationship with others.
Physical Requirements and Working Conditions
Transportation Engineer I & II
- Subject to inside and outside environmental conditions.
- Subject to noise.
- Required to wear protective gear (respirator, hard hat, or other device).
- Sedentary work: lift up to 10 lbs. at a time and occasionally carry files/small tools.
