THE ROLE

The Division of Construction Operations (DCO) administers construction and maintenance projects statewide from design to final acceptance. This office is involved with Alternative Project Delivery, Construction Claims & Litigation, E‑Construction, Materials Testing and Central Surveys. The Quality Assurance Unit is responsible for Pavement Advisory Team, Work Zone Safety, Value Engineering, Records Examination, Constructability Plan Reviews, and Standard Specifications revisions.

The Division of Construction Operations – Advisory Team's primary role is to continually provide technical support to the Connecticut Department of Transportation units to improve the design, construction, and administration of various statewide construction projects.

Transportation Engineer 2 (Construction Engineering) will provide support to construction engineers regarding best practices and proper fulfillment of construction specification, plan, and contract requirements with a focus on roadway structure and pavement related activities. Conduct field reviews to disseminate information on proper construction practices, determine lessons learned feedback for construction and design engineers, identify recurring design and construction issues, recommend improvements, and help develop and improve construction specifications. The position also conducts training for construction engineers and researches, promotes, and supports new technologies and construction practices that improve performance, safety, reduce costs, and meet specified levels of quality. This position will also assist DCO with other related assignments.

EXAMPLES OF DUTIES

• Inspect construction projects
• Act as a team member in preparation of plans and estimates for construction or maintenance of bridges, structures and highways
• Review shop plans
• Oversee collection, recording, preparation and analysis of data pertaining to materials testing and transportation planning
• Assist in budget preparation, report writing, general planning and administration of unit work from an engineering coordination and technical standpoint
• Prepare research and administrative reports
• Assemble and prepare contracts and unit cost figures
• Plan budgetary requirements
• Lead survey parties or act as chief inspector of highway construction projects
• Oversee field and office work in surveys
• Perform complex tasks using an analytical stereoplotter and a CADD system
• Oversee and plan work of technical aides in maintenance, taking and analyzing test borings
• Perform related duties as required

KNOWLEDGE, SKILL AND ABILITY

• Considerable knowledge of principles and practices of more than one specialized field in transportation construction engineering such as construction, surveys and materials testing
• Skill in use of computer aided design and drafting (CADD) applications
• Technical skills in preparation of engineering and administrative reports
• Interpersonal skills; oral and written communication skills
• Ability to analyze and evaluate construction location problems and provide effective solutions
• Perform complex mathematical calculations
• Develop and interpret plans and specifications

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor’s degree in engineering or construction management and two (2) years of experience in a professional transportation construction engineering or transportation engineering capacity. For state employees one (1) year of experience must have been at the level of a Transportation Engineer 1 (Construction Engineering) or (Engineering).

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

• Possession of Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. 20‑302 may be substituted for the Bachelor’s degree requirement
• Possession of Land Surveyor‑In‑Training (LSIT) licensure or Engineer‑In‑Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. 20‑302 may be substituted for the Bachelor’s degree requirement
• Possession of at least Level III certification from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the Bachelor’s degree requirement
  • Transportation Construction Inspection Program – Highway Construction Inspection
  • Construction Materials Testing Program – Asphalt, Concrete or Soils
  • Transportation Program – Highway Materials, Highway Surveys or Highway Construction Inspection
• Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the Bachelor’s degree requirement
• Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification, at the level of a Welding Inspector (WI) or above, may be substituted for the Bachelor’s degree requirement
• A Master’s degree in engineering may be substituted for one (1) year of the General Experience

PREFERRED QUALIFICATIONS

• Work experience in related transportation engineering area
• Possession of Engineer‑In‑Training (FE/EIT) licensure and/or possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors
• Experience with quality assurance or quality control procedures related to transportation projects involving paving operations
• Experience or training in inspection of various pavement structures and bridge membranes
• Experience with Microsoft Office 365, Bluebeam, SharePoint, AASHTOWare or other construction management reporting software

SPECIAL REQUIREMENTS

• May be required to possess appropriate certification from the NorthEast Transportation Training and Certification Program (NETTCP)
• May be required to possess and retain a valid Motor Vehicle Operator's license
• May be required to travel

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year‑round weather conditions.
