About WSDOT

The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. The Opportunity

WSDOT is currently seeking a Transportation Engineer 2 to support the department’s access management control program in Union Gap, WA. This position works independently and collaboratively with engineers and technicians to review and process access connection and right-of-way permits in accordance with state and federal requirements. This role also responds to public inquiries and conducts field inspections to verify permitted work meets WSDOT requirements. Through these efforts, the candidate selected for this role will help protect the safety, reliability, and functionality of the state highway system.

What to Expect

Among the varied range of responsibilities held within this role, the Transportation Engineer 2 will:

  • Review and process requests for access connection permits on state highways.
  • Research deeds, records of survey, permits and agreements, right-of-way plans, and other pertinent records.
  • Respond to written and verbal requests for access from the public.
  • Inspect permitted work for compliance, and review and respond to access-related inquiries.
  • Review land-use proposals, including traffics analyses and other engineering documents, for impacts to the state highway system.
  • Prepare response documents that convey recommendations and/or requirements for access and other impacts related to development proposals by researching records, developing graphics, writing responses, and using engineering and graphics software to create exhibits for communication purposes.
  • Prepare and process various permits for third-party activities within highway right-of-way.
  • Travel to project sites to inspect work for compliance with permit requirements and department standards, examine project area, gather location information, and identify constructability constraints.
Qualifications

To be considered for this opportunity, the following competencies are required:

  • Foundational Engineering Knowledge: Demonstrated understanding of civil, structural, geotechnical, or transportation engineering principles, typically acquired through formal education or equivalent on-the-job experience (e.g., experience equivalent to a Transportation Engineer 1). Ability to apply engineering concepts to real-world scenarios.
  • Technical Interpretation and Analysis: Skilled in reading, analyzing, and interpreting contract plans, specifications, manuals, and other WSDOT documents in accordance with project requirements and engineering standards.
  • Communication and Interpersonal Proficiency: Excellent written and verbal communication skills, with the ability to communicate technical information clearly to a variety of stakeholders, including engineers, contractors, and the public.
  • Computer and Engineering Software Literacy: Proficient in, or ability to learn, the use of engineering technology, including computer-aided drafting (CAD) and other engineering software applications used for design, analysis, and documentation.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.

The following qualifications are also required:

  • A valid driver’s license and the ability to operate state-owned vehicles, independently travel to and between project and meeting sites, and transport agency-owned survey equipment and tools.
  • Ability to maneuver and transport various materials and/or equipment weighing up to 40 pounds.
  • Ability to work in confined spaces, traverse uneven terrain, and perform duties outdoors in varying weather conditions.

It is preferred that qualified candidates also demonstrate:

  • Professional Certification: Possession of an Engineer-in-Training (EIT) certification.
  • Engineering Experience: Knowledge and experience with exposure to design, construction, traffic, materials, program management, or other WSDOT-related fields.
  • Computer and Engineering Software Literacy: Advanced experience with computer software such as OpenRoads(CADD), ArcGIS Pro, Microsoft Word, and Excel.
  • Technical Interpretation and Analysis: Experience in preparing permits and agreements and their subsequent exhibits.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
