Transportation Construction Manager (Level I and II) – Districts 10, 11, 12 Pennsylvania

Infrastructure Consulting & Engineering, LLC (ICE) is actively seeking a talented and motivated Transportation Construction Manager to join our team in support PennDOT Districts 10, 11, or 12 and Pennsylvania Turnpike Commission infrastructure projects in Western Pennsylvania. This pivotal role focuses on managing and expanding our Construction Inspection (CI) work based in our Pittsburgh Office while fostering strong relationships with clients, contractors, consultants, and business partners.

Responsibilities

  • Review and evaluate construction specifications to develop procedures, determine start and completion timelines, and establish staffing needs for each project phase.
  • Build and manage multidisciplinary project teams, including supervisory, clerical, engineering, technical, and field personnel.
  • Develop and manage oversight budgets and staffing plans to support construction oversight activities.
  • Coordinate with stakeholders and subconsultants in the planning and execution of oversight tasks, interpreting specifications, and handling contractor correspondence.
  • Review and verify project documentation, including official communication between the contractor and owner.
  • Draft complex correspondence, including formal responses to contractor claims and notifications.
  • Lead regular Project Control Meetings with contractors and owners to ensure alignment on progress, issues, and schedules.
  • Monitor construction activities to ensure adherence to project specifications, quality standards, and schedules.
  • Prepare and review progress reports, track material usage and costs, and adjust work schedules based on findings.
  • Ensure all construction work complies with applicable federal, state, and local regulations.
  • Occasional to moderate travel required to support on-site project needs.

Qualifications

  • Exceptional oral and written communication skills, with a client-focused approach.
  • Proficiency in Microsoft Office Suite.
  • Proficient computer skills to generate and review reports, provide cost estimates, manage and maintain schedules as well as other data-driven functions.
  • Strong organizational and leadership abilities to guide project teams effectively.
  • Valid driver’s license with a safe driving record.
  • Ability to walk construction sites in various weather conditions.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
  • Completion of pre-employment screenings.
  • Must be legally authorized to work in the United States.
  • ICE is a drug-free workplace.

Education And Experience Requirements

  • Four-year degree in Civil Engineering or Construction Management is desired.
  • 8+ years of experience overseeing transportation, highway, or bridge construction inspection projects, including substantial experience managing PennDOT assignments.
  • PennDOT Concrete Technician Certification and NECEPT Field Technician Certification OR NICET Level IV Certification in Highway Construction.
  • Meet PennDOT’s Minimum Experience and Training as defined in the General Requirements and Information for Construction Inspection Agreements
  • Proven ability to manage projects and work directly with clients and prospects.

Physical Demands

While working in the office, this position predominantly involves up to 8 hours per day at a computer workstation, with occasional standing and walking. The employee may occasionally lift lightweight office supplies and materials, typically not exceeding 50 pounds. The office environment is indoors, characterized by controlled temperatures and minimal exposure to adverse conditions. Must have visual acuity to recognize/change/add precise details on CAD drawings.

During fieldwork, the position entails moderate physical exertion, encompassing walking, standing, bending, and ascending stairs or ladders. The employee may occasionally lift objects weighing up to 50 pounds. Fieldwork exposes inspectors to various environmental conditions, including but not limited to loud noise levels, dust, dirt, and temperature fluctuations. Inspectors must adeptly navigate construction sites and conduct thorough inspections of materials and structures.

Expected Hours of Work

This position is full-time (40 hours per week). Office hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday, allowing one unpaid hour for lunch each day. While overtime is generally not anticipated, occasional projects or deadlines may necessitate additional hours, compensated according to company policy. Flexible schedules may be available with prior approval from the immediate supervisor. Work schedules may vary based on project demands.
